An apartment in Cyprus for 180,000 euros, sea view, 10 minutes walk to the beach. Sounds like a dream, but for many Ukrainians it’s a perfectly realistic plan - especially since Cyprus allows foreigners to buy property and even get permanent residency through it. The catch is somewhere else entirely: you find the apartment, agree on a price with the seller, and then discover that finalizing the deal requires a whole stack of documents from Ukraine - all translated and certified. Marriage certificate, criminal record clearance, bank statement, passport - each with its own translation requirements. Let’s figure out what exactly you need to translate, into which language, and how much it’ll cost.
Who Can Buy Property in Cyprus¶
First thing to know: Cyprus doesn’t ban foreigners from buying property - it actively encourages it. But the rules differ for EU citizens and non-EU citizens (which includes Ukrainians).
EU Citizens¶
If you hold a passport from any EU/EEA country and live in Cyprus - buy as much as you want, there are virtually no restrictions. If you don’t live in Cyprus - the total area of all your properties shouldn’t exceed 4,014 m².
Non-EU Citizens (Including Ukrainians)¶
There are restrictions for you. You can buy:
- A maximum of two property units (for example, two apartments, or an apartment and a shop up to 100 m², or an apartment and an office up to 250 m²)
- Or a plot of land up to 4,014 m² for building your own home
And the most important part - you need Council of Ministers Approval. Without this permit, the deal can’t be finalized.
Council of Ministers Permit: How to Get It¶
This isn’t a formality - it’s a mandatory step for all non-EU citizens. You apply through the District Administration where the property is located.
What you need to submit (Form Comm. 145):
- Completed application Comm. 145 (available on the Cyprus Ministry of Interior website)
- Copy of the sale contract
- Copy of the property’s Title Deed
- Survey plan
- Floor plans of the apartment or house
- Proof of financial standing (bank statement, income certificate)
- Passport copies for the buyer and spouse
- Marriage certificate with official translation (if spouses have different surnames)
- Copy of Cyprus residence and work permit (if applicable)
The permit is issued free of charge. Processing time ranges from 2-3 weeks (Nicosia, Larnaca) to 30-45 days (Limassol) and several months (Paphos).
Approval conditions:
- No criminal record in Cyprus or your home country
- Stable income (benchmark - at least 20,000 euros per year per family)
- Property is for personal use, not speculation
Step-by-Step Guide: From Choosing an Apartment to Title Deed¶
Step 1. Find the Property and a Lawyer¶
First - find the property. Cyprus is small, and the main markets are Limassol, Paphos, Larnaca, Nicosia, and Famagusta. Second - hire a lawyer. This isn’t optional: the lawyer checks the Title Deed is clean, there are no encumbrances or debts, and handles the entire transaction. Legal fees run 1-2% of the property value, minimum 2,500-3,500 euros plus VAT.
Step 2. Sign the Contract of Sale¶
Once you’ve agreed on a price - you sign the contract. Before signing, your lawyer requests a Search Certificate from the Department of Lands and Surveys (DLS) - a report on the property’s status, valid for 5 working days.
You typically pay a deposit at signing - 10% to 30% of the price.
Step 3. Register the Contract at the Land Registry¶
This is a critically important step. The contract must be registered with the Department of Lands and Surveys (DLS) within 6 months of signing. Registration protects you: once it’s done, the seller can’t sell the property to someone else and can’t back out of the deal.
Step 4. Apply for Council of Ministers Approval¶
Alongside contract registration, you submit Form Comm. 145 to the District Administration. Wait 2-6 weeks for a decision.
Step 5. Pay the Balance and Taxes¶
After receiving approval - pay the remaining amount. The seller obtains a Tax Clearance Certificate confirming no outstanding debts. Both parties settle the relevant fees.
Step 6. Transfer the Title Deed¶
Both parties (or their lawyers with power of attorney) go to the Land Registry and sign forms N270 (transfer application) and N313 (confirmation that all taxes are paid). After this, a new Title Deed is issued in your name.
The entire process from signing the contract to getting the Title Deed takes 2 to 6 months, depending on the property type and registry workload.
Which Documents Need Translation¶
Here’s the full list of documents for buying property in Cyprus and their translation requirements:
| Document | Translation needed? | Language | Notes |
|---|---|---|---|
| International passport | No | - | Copies of photo and visa pages |
| National ID | Yes, if submitted | English or Greek | For additional identification |
| Marriage certificate | Yes | English or Greek | Must have an apostille |
| Birth certificate | If needed | English or Greek | If buying for a child or for PR |
| Criminal record clearance | Yes | English or Greek | With apostille, issued within last 6 months |
| Bank statement | Yes | English or Greek | Proof of financial standing |
| Income certificate | Yes | English or Greek | From employer or tax return |
| Power of attorney (if via representative) | Yes | Greek | Notarized, with apostille |
Apostille - Before Translation¶
Key rule: apostille first, translation second. Documents from Ukraine must be apostilled in Ukraine before they’re translated in Cyprus. If you do it backwards - the translator won’t be able to certify the translation because there’s no apostille yet.
Different Ukrainian authorities handle apostilles depending on the document type:
- Birth/marriage certificates - Ministry of Justice
- Criminal record clearance - Ministry of Foreign Affairs
- Diplomas, school certificates - Ministry of Education
Apostille cost in Ukraine: 500 to 1,500 UAH, processing time: 1 to 10 business days.
Bank Documents: What Exactly to Translate¶
The bank statement is one of the key documents. It proves you have the funds for the purchase. Here’s what you need:
- Account statement for the last 3-6 months showing the balance
- If funds arrived recently (sale of other property, inheritance) - it’s better to have source documentation
- The statement must have the bank’s stamp and signature
Translating a bank statement usually costs one page (if it’s a standard certificate) or 2-4 pages (if it’s a detailed statement with transactions). One page of sworn translation in Cyprus costs 18-19 euros.
Greek or English: Which Language to Translate Into¶
This is the question everyone asks. Short answer: for property purchases, English works almost always.
Longer answer: Cyprus has two official languages - Greek and Turkish. English isn’t official, but 80% of the population speaks it (a legacy of British colonial rule). In practice, most lawyers, notaries, and banks work in English. The Department of Lands and Surveys (DLS) also accepts documents in English.
But there are cases where Greek is specifically needed:
- Power of attorney for court or notary signatures - better in Greek
- Court documents (if a property dispute arises) - Greek only
- Some municipalities outside major cities may insist on Greek

Sworn Translation in Cyprus: How It Works¶
In Cyprus, Sworn Translators are registered with the Council of Sworn Translators at the Press and Information Office (PIO). The registry is available at pio.gov.cy. Law 45(I)/2019 governs this system.
The process looks like this:
- Bring the original document with its apostille
- The translator performs a sworn translation
- Applies the Republic of Cyprus stamp and a stamp duty mark worth 2 euros
- You receive an official translation accepted by all government bodies
Ukrainian is on the PIO’s language list - so you can find a translator from Ukrainian to Greek or English directly, without an intermediate language.
Translation Costs in Cyprus¶
| Translation type | Price per page (250 words) | Notes |
|---|---|---|
| Standard document | 18-19 euros | Certificates, clearances, passports |
| Specialized translation | 25 euros | Legal, financial documents |
| Stamp duty mark | 2 euros | Per copy |
For a typical property purchase document package (marriage certificate, criminal record clearance, bank statement, income certificate), plan for roughly 5-8 pages. That’s 90-200 euros depending on document complexity.
An alternative is to order translations back in Ukraine through ChatsControl and arrive in Cyprus with ready translations. It’s cheaper, but the translations must be done by a sworn translator or certified with an apostille - depending on the specific authority’s requirements.
Taxes and Costs When Buying Property¶
The property price isn’t the full amount. Add 6% to 24% on top for taxes and fees, depending on whether you’re buying new or resale property.
Transfer Fees¶
These fees are paid by the buyer when the Title Deed is transferred. The rate is progressive:
| Property value | Rate |
|---|---|
| First 85,000 euros | 3% |
| 85,001 to 170,000 euros | 5% |
| Above 170,000 euros | 8% |
For resale property (where no VAT was paid), there’s a 50% reduction on transfer fees. If VAT was paid (new property from a developer) - no transfer fees at all.
Example: buying a resale apartment for 200,000 euros. Full fee: 85,000 x 3% + 85,000 x 5% + 30,000 x 8% = 2,550 + 4,250 + 2,400 = 9,200 euros. With the 50% reduction = 4,600 euros.
VAT on New Property¶
The standard VAT rate is 19%. But if this is your first home in Cyprus and you plan to live in it, there’s a reduced rate of 5% on the first 130 m² (for building permits issued after 31.10.2023) or the first 200 m² (for earlier permits, if the purchase is completed by 15.06.2026).
The difference is massive: on an apartment worth 250,000 euros, 19% VAT = 47,500 euros, while 5% = 12,500 euros. So check whether you qualify for the reduced rate.
Stamp Duty - Abolished from 2026¶
Great news: as of January 1, 2026, stamp duty in Cyprus has been completely abolished (Law N. 239(I)/2025). If you sign your sale contract after this date - no stamp duty whatsoever. Previously, it was 0.15% on the first 170,000 euros and 0.20% above that.
But if you signed a contract before 31.12.2025 and the transfer hasn’t been completed yet - the old rates still apply.
Other Costs¶
| Cost | Amount |
|---|---|
| Lawyer | 1-2% of price (min. 2,500-3,500 euros + VAT) |
| Property survey | 300-1,000 euros |
| Utility connections | 200-650 euros |
| Document translation | 50-150 euros per document |
| Apostille in Ukraine | 500-1,500 UAH per document |
Total Budget for Additional Costs¶
For a resale property at 200,000 euros, plan for roughly 10,000-15,000 euros in additional costs (reduced transfer fee + lawyer + translations + other). For new property from a developer with 19% VAT, the total will be significantly higher.
Property Prices in Cyprus in 2026¶
The average price per square meter across the country is 2,500-2,600 euros, but the difference between cities is huge:
| City | Price per m² (average) | Apartment 60-80 m² | Features |
|---|---|---|---|
| Limassol | 3,200 euros | 190,000-320,000 euros | Most expensive city, business hub, large Ukrainian community |
| Paphos | 2,200-2,800 euros | 130,000-220,000 euros | Popular with expats, retirees |
| Larnaca | 2,000-2,500 euros | 120,000-200,000 euros | Near the airport, growing fast |
| Nicosia | 1,800-2,200 euros | 110,000-180,000 euros | Capital, far from the sea |
| Famagusta / Protaras | 2,000-2,600 euros | 120,000-210,000 euros | Resort area, seasonal demand |
Limassol is the undisputed price leader: luxury seafront apartments go for 6,000 to 10,000+ euros per m². But in Larnaca, you’ll get significantly more for the same money.
Prices in Cyprus are rising: growth in 2025 was 4.8% on average nationally, and nearly 6% in Larnaca. The trend continues into 2026.
Permanent Residency Through Property Purchase¶
One of the main motivations for buying is getting a Permanent Residence Permit. Cyprus offers several options:
Category F (Regulation 6(2))¶
This is the classic option for those with foreign income:
- Property purchase of at least 100,000 euros (plus VAT)
- Minimum annual income from abroad: 9,568 euros per person, plus 4,613 euros per dependent
- Doesn’t grant the right to work in Cyprus
Fast-Track PR Through Investment¶
For larger investments:
- Property purchase of at least 300,000 euros (plus VAT) from a developer
- Minimum annual income from abroad: 50,000 euros
- Application processing: 2 months
- Grants permanent status but doesn’t grant work rights
Both options require a document package with sworn translation - birth and marriage certificates, criminal record clearance, proof of income. More details on temporary protection and living in Cyprus.
Practical Tips¶
A few things that aren’t always obvious:
Prepare documents while still in Ukraine. Getting apostilles, criminal record clearances, bank statements - all of this is easier and cheaper to do at home. In Cyprus, you’ll just need to handle the translation.
Check the Title Deed carefully. In Cyprus, properties sometimes sell without a Title Deed (especially new builds from developers). This isn’t necessarily a problem, but your lawyer must check for encumbrances, developer mortgages, or other issues. One user on a Cyprus expat forum shared: “We bought the apartment in 2019 and only got the Title Deed 3 years later because the developer had debts to the bank. The lawyer warned us, but we took the risk anyway - it worked out fine, just a lot of stress.”
Open a Cypriot bank account early. You’ll need a bank account for property payments and utility bills. Opening an account also requires translated documents - passport, proof of address, source of income.
If you’re under temporary protection in Cyprus - buying property is possible, but getting PR through investment may have nuances. Consult a lawyer who understands immigration law for Ukrainians. More about starting a business under temporary protection.
FAQ¶
How much does it cost to buy an apartment in Cyprus in 2026?¶
Depends on the city. In Larnaca you can find apartments from 120,000 euros, in Paphos from 130,000 euros, in Limassol from 190,000 euros. The average price per square meter nationally is 2,500 euros. Add 6-24% on top for taxes, lawyer, translations, and other fees - that’s another 10,000-30,000 euros depending on the property type.
Do I need Council of Ministers approval to buy property?¶
Yes, if you’re a citizen of a non-EU country (including Ukraine). You submit Form Comm. 145 to the District Administration where the property is located. The permit is free, processing takes 2 to 6 weeks. Without this permit, you can’t transfer the Title Deed to your name.
Which language should documents be translated into for buying property in Cyprus?¶
In most cases, English translation is sufficient - it’s accepted by lawyers, banks, and the Land Registry. But for powers of attorney and possible court proceedings, Greek is better. Safe strategy: main document package in English, power of attorney in Greek.
Can I buy property in Cyprus and get permanent residency?¶
Yes. Two options: Category F (property from 100,000 euros + income from 9,568 euros/year) or fast-track PR (property from 300,000 euros from a developer + income from 50,000 euros/year). Both require a document package with sworn translation.
How much does document translation cost in Cyprus?¶
Sworn translation in Cyprus costs 18-25 euros per page (250 words) plus 2 euros for the stamp duty mark. A typical document package for a purchase (4-8 pages) will run 70-200 euros. That’s cheaper than in Germany (30-60 euros per page) and roughly the same as in Greece (15-25 euros + VAT).
