What is a psychological report and what’s in it¶

A psychological report (psychologisches Gutachten or psychologische Stellungnahme in German) is a document prepared by a psychologist or psychiatrist describing a person’s psychological state: examination results, diagnostics, recommendations.

A typical Ukrainian psychological report contains:

• Patient data - full name, date of birth, examination date
• Reason for referral - who referred the person and why (court, child welfare, doctor)
• Examination methods - which tests and techniques were used (Wechsler test, projective techniques, clinical interview)
• Examination results - description of cognitive functions, emotional state, behavioral patterns
• Diagnosis or diagnostic conclusion - per ICD-10 (F-codes) or descriptive
• Recommendations - next steps, what kind of help is needed
• Signature and stamp of the psychologist or institution

For children’s reports, there’s additional information about developmental level relative to age, behavioral patterns, relationships with parents, and adaptation in group settings.

When Jugendamt requires a translated psychological report¶

Jugendamt (Youth Welfare Office) is the authority responsible for child protection and family support in Germany. For Ukrainian families, dealing with Jugendamt comes up more often than you’d like. Here are the typical scenarios where you’ll need a translated report.

Custody and Sorgerecht issues¶

If a child came to Germany with one parent, a grandparent, or another person - Jugendamt checks who has custody rights. When there’s a dispute between parents or official guardianship (Vormundschaft) needs to be established, the court through Jugendamt may request a psychological report from Ukraine. For example, an assessment of the child’s condition made before leaving the country, or an evaluation of the child’s relationship with each parent.

Assessing the need for psychological support¶

Jugendamt evaluates whether a child needs psychological or psychotherapeutic help - especially when there’s traumatic experience from the war. If the child already underwent psychological examination or treatment in Ukraine - these documents need translating so German specialists have the full picture.

Eingliederungshilfe (integration assistance)¶

Under §35a SGB VIII, a child with mental health conditions can receive Eingliederungshilfe - special integration support (a tutor at school, therapy, a specialized educational institution). The application requires a psychological or psychiatric report confirming the diagnosis. If such a report exists from Ukraine - it needs to be translated.

Kindeswohlprüfung (child welfare check)¶

If Jugendamt has concerns about a child’s welfare, they conduct an investigation. Any existing psychological documents from Ukraine (reports, assessments, examination results) may be needed as part of this process.

When Jobcenter asks for a translated psychological report¶

Jobcenter is a different situation. Here, a psychological report is needed to confirm whether you can or can’t work.

Proving inability to work¶

If you’re receiving Bürgergeld and Jobcenter doubts that you really can’t work - they’ll send you for a medical assessment (ärztliche Begutachtung). If you have a psychological report from Ukraine confirming PTSD, depression, or another disorder - translating it will help during this assessment.

Referral to Rentenversicherung¶

If the assessment shows you can’t work more than 3 hours a day due to your psychological condition - Jobcenter redirects you to Rentenversicherung for a disability pension (Erwerbsminderungsrente). This also requires translated medical documents, including psychological reports.

Integration measures¶

Sometimes Jobcenter needs a psychologist’s report to determine which integration measures suit you - for example, to place you in a specialized program with psychological support instead of a standard integration course.

Sworn translation or regular: what’s required¶

For Jugendamt and Jobcenter, you almost always need a sworn translation - meaning a translation done by a sworn translator (vereidigter Übersetzer) with an official stamp and legal weight. Why psychological reports are hard to translate¶

A psychological report isn’t a birth certificate where everything is standardized. There are several traps here.

Different diagnostic systems¶

In Ukraine, psychologists often use ICD-10 (International Classification of Diseases, 10th revision), but some descriptive formulations and diagnostic approaches differ from those used in Germany. For instance, a Ukrainian report might say “delayed mental development” or “minimal brain dysfunction” - terms that modern German psychiatry no longer uses or labels differently.

Psychological tests¶

If the report mentions the Wechsler test (WISC), Raven’s test, Lüscher’s color test, or projective tests (family drawing, “Non-existent animal”) - the translator needs to know the official German names for these methods. WISC-V in Germany is called Hamburg-Wechsler-Intelligenztest für Kinder (HAWIK), and Raven’s test is Raven’s Progressive Matrices (RPM). Get the test name wrong, and the German specialist won’t understand which method was used.

Descriptive terminology¶

Psychological reports are packed with specific vocabulary: “labile emotional background,” “heightened anxiety,” “rigid thinking patterns,” “affective instability.” A translator without experience in psychological terminology will translate these phrases literally - and the German psychologist won’t grasp the context. For example, “labile emotional background” in German is “emotionale Labilität” or “affektive Instabilität,” not a word-for-word translation.

• Jobcenter can cover costs through Kostenübernahme if the translation is needed for a medical assessment or employment purposes. Make sure to get approval BEFORE ordering the translation, not after
• Jugendamt sometimes covers translation costs if the document is needed for a procedure they initiated. It’s not guaranteed, but worth asking
• Prozesskostenhilfe - if the case goes through family court, translation costs may be covered under legal aid
• Lawyer - if a lawyer handles the case, translation costs are included in legal expenses

How to prepare your documents for translation¶

1. Scan properly - psychological reports often contain handwritten notes, stamps, signatures. Use a scanner or an app (Adobe Scan, CamScanner), not a phone photo. A blurry scan means more time and a higher translation price

2. Bundle related documents - if you have multiple reports (from a psychologist, psychiatrist, neurologist), test results, recommendations - translate them together. The translator sees the full context, and you usually get a volume discount

3. Ask Jugendamt or Jobcenter what exactly they need - sometimes it’s enough to translate just the diagnosis and recommendations, not the entire 5-page report. Call and ask: “Welche Teile des Gutachtens brauchen Sie genau?”

4. Ask the psychologist to clarify abbreviations - if the report contains abbreviations or unclear handwriting, ask the doctor to provide explanations in a separate letter. This saves time and money on the translation
