8 stamps, 3 ministries, 2 countries - that’s what it takes for your diploma or birth certificate to be legally valid in Dubai. If you’re planning to work, start a business, or get residency in the United Arab Emirates, you’ll need to go through the so-called “attestation chain” - a full consular legalization of your documents. Why apostille doesn’t work for the UAE¶
Here’s the first thing you need to know: the UAE is NOT a member of the Hague Convention. That means the standard apostille (a single stamp that works for convention member countries) doesn’t apply to the Emirates. At all.
Instead of the simplified apostille procedure, you need full consular legalization - a sequential authentication of your document by multiple government bodies in Ukraine and the UAE. Which documents need to be legalized¶
Not everything - only the documents you’ll be submitting to UAE government authorities. Here are the main categories:

The attestation chain: step-by-step instructions¶
Here’s the core of it. The chain works like this: your original document goes through Ukrainian ministries, then you get a translation made (which also goes through the same ministries), and finally everything gets submitted to the UAE Embassy and then attested by MOFA in the Emirates.
Step 1: Authentication by Ukraine’s Ministry of Justice¶
First stop - the Ministry of Justice stamps your original document. Different document types have their own quirks:
- Civil registry certificates (birth, marriage, divorce) - authenticated through the regional justice department where the document was issued
- Diplomas and school certificates - first go through the Ministry of Education, then the Ministry of Justice
- Police clearance - issued by the Ministry of Internal Affairs and then authenticated by the Ministry of Justice
Timeline: 3-5 business days in standard mode.
Step 2: Authentication by Ukraine’s Ministry of Foreign Affairs¶
After the Ministry of Justice, the original goes to the Ministry of Foreign Affairs. The MFA confirms that the Ministry of Justice stamp is genuine and adds its own.
Standard timeline - up to 10 business days. Urgent - up to 5 business days (for an additional fee).
Step 3: Document translation¶
Now that the original has stamps from both the Ministry of Justice and MFA, you need to get it translated. The target language depends on the situation:
- English - works for most cases (work visa, residency, education). English is one of the working languages in the UAE
- Arabic - required by some UAE government bodies, particularly for court proceedings and certain commercial procedures

Step 4: Notarization of the translation¶
The translation gets notarized. The notary confirms that the translation was done correctly and that the translator’s signature is genuine. After notarization, the translation becomes an official document.

Step 5: Ministry of Justice for the translation¶

Step 6: MFA for the translation¶
The MFA stamps the translation - confirming the Ministry of Justice stamp is genuine. This is a mirror repeat of steps 1-2, but for the translation.

Step 7: UAE Embassy in Ukraine¶
The final step on the Ukrainian side. The UAE Embassy in Kyiv (3 Novosilska St.) attests both the stamped original and the stamped translation. The embassy is essentially confirming: “Yes, these documents have been through the full legalization procedure in Ukraine, and we’ve verified them.”
Timeline: 4-10 business days.
The consular fee varies - check the current amount directly with the embassy, as it changes periodically.
Step 8: MOFA in the UAE (final stamp)¶
Once you’re in the Emirates (or through your representative), the documents go to the Ministry of Foreign Affairs and International Cooperation (MOFAIC, or simply MOFA). This is the last stamp in the chain.
Cost: 150 AED per document (approximately $40). For commercial documents - up to 2,000 AED.
Timeline: 1-3 business days. Since 2025, MOFA has been digitizing the process - you can submit documents and receive attestation through the online MOFAIC portal without visiting an office.

Important note: since February 2022, the procedure has become more complicated, but it hasn’t stopped.
The UAE Embassy in Kyiv continues to operate, though schedules and document acceptance procedures may change depending on the security situation. Most legalization bureaus have switched to remote operations - accepting documents by mail or courier.

Wrong sequence of steps¶
The most frequent mistake - getting the translation done before the original has been through the Ministry of Justice and MFA. The correct order: first legalize the original, then translate, then legalize the translation. Otherwise, you’ll have to start over.
Name mismatches¶
If your passport says Olena but your birth certificate says Elena, or your diploma has your maiden name - that’s a problem. Every mismatch needs to be confirmed with an additional document (name change certificate, civil registry reference), and that document ALSO needs to be legalized.
Soviet-era documents¶
Birth certificates issued before 1991 sometimes raise questions. If the document is in poor condition, consider getting a duplicate from the civil registry (it’ll be on a modern form).
Expiration of validity¶
Some documents have limited validity periods. A police clearance certificate is usually valid for 6 months. If the legalization process drags on, the certificate may expire and you’ll need to order a new one.
