You’ve been driving trucks on the Kyiv-Odessa route for 10 years. You know every gas station on the M-05, every pothole in the asphalt. Now you’re sitting in Texas staring at a job posting: “CDL Class A driver needed, $1,700/week.” Sounds perfect - you’ve got the experience, right? Except your Ukrainian CE category license means absolutely nothing here. To get behind the wheel of an 18-wheeler in the US, you’re starting from scratch. And not just the driving test - you’ll need to translate a stack of documents, pass a medical exam, and figure out rules that literally changed in March 2026.
Let’s break it down - what needs translating, how much it costs, and how requirements differ in the USA, Canada, and Europe.
What’s a CDL and Why Your Ukrainian Truck License Doesn’t Count¶
CDL (Commercial Driver’s License) is the American license for operating commercial vehicles. Think of it as the US equivalent of categories C and CE, but with much stricter health, knowledge, and safety requirements.
Here’s the core problem: FMCSA (Federal Motor Carrier Safety Administration - basically the federal agency that regulates trucking in America) only recognizes commercial licenses from Canada and Mexico. That’s it. No other country on Earth has a mutual CDL recognition agreement with the United States.
So even if you’ve got CE rights with 20 years of experience, a German Führerschein class CE, or a British C+E license - you’re starting from zero in America. It’s not discrimination, it’s federal law.
CDL Classes¶
| Class | What You Can Drive | Ukrainian Equivalent |
|---|---|---|
| Class A | Tractor-trailers, semis (GVWR > 26,001 lbs / ~12 tons) | Category CE |
| Class B | Straight trucks, buses (GVWR > 26,001 lbs) | Categories C, D |
| Class C | Vehicles carrying 16+ passengers or hazardous materials | Special categories |
Most Ukrainians looking for long-haul trucking jobs need Class A - the equivalent of CE (tractor with semi-trailer).
What Changed in 2026: New FMCSA Rules for Immigrants¶
On March 16, 2026, the FMCSA final rule titled “Restoring Integrity to the Issuance of Non-Domiciled CDLs” went into effect. If you’re not a US citizen or Green Card holder, this directly affects you.
Who Can Now Get a Non-Domiciled CDL¶
Previously, anyone with a work permit (Employment Authorization Document, EAD) could apply for a CDL. The new rule drastically narrows eligibility:
- H-2A - temporary agricultural workers
- H-2B - temporary non-agricultural workers
- E-2 - treaty investors
Everyone else - including asylum seekers, TPS (Temporary Protected Status) holders, DACA recipients, and even some work visa categories - can no longer get a non-domiciled CDL.
The rule eliminates Employment Authorization Documents (EADs/work permits) as qualifying credentials - stripping CDL access from an estimated 194,000 drivers who are lawfully present and authorized to work in the United States.
In plain English: about 194,000 drivers who were legally working in the US lost the ability to renew their CDLs. The rule is currently facing legal challenges, but it’s in effect for now.
What This Means for Ukrainians¶
Most Ukrainians in the US are under Temporary Protected Status (TPS) or have humanitarian parole (U4U). Neither of these categories is on the new list. This means even if you have work authorization, getting a non-domiciled CDL is currently not possible - unless you obtain a Green Card or change your immigration status.
If you already have a Green Card or citizenship, this rule doesn’t apply. You get a regular domiciled CDL through your state of residence.
What Documents You Need to Translate for a US CDL¶
Even with the right legal status, you’ll need translated documents. Here’s the full list:
Required Documents¶
-
Ukrainian driver’s license - translation needed for both DMV (application) and your employer (Driver Qualification File). Must be a certified translation - the translator signs a certification statement attesting to accuracy and completeness
-
Medical certificate (form 083-O) - useful for documenting medical history or showing your employer your health background. You’ll still need to pass a separate DOT Physical in the US, but the Ukrainian certificate can come in handy
-
Driving experience certificate - if DMV or employer requires proof of experience. Some companies offer higher starting pay for drivers with documented experience
-
Clean driving record - extract from the traffic violation registry. Some states require this for CDL applications
-
Education documents - if you’re applying through a training program or need to verify qualifications for an employer
Translation Requirements¶
DOT (Department of Transportation) has specific requirements:
- Translation must be done by a professional translator or translation service
- Self-translation or translation by family members isn’t accepted
- Every translation needs a certification statement - translator’s attestation of accuracy
- Translation must be into English
Pro tip: keep originals and translations together. Your employer is required to keep them in the Driver Qualification File for at least 3 years after you leave the company.
How Much Does Getting a CDL Cost in the USA¶
The total cost breaks down like this:
| Expense | Cost |
|---|---|
| CDL School (training) | $3,000-$10,000 |
| Community college program | $1,000-$5,000 |
| CDL Application Fee (DMV) | $30-$60 |
| Written Knowledge Test | $10-$30 per attempt |
| CDL Learner’s Permit | $15-$30 |
| Skills/Road Test | $40-$250 |
| DOT Physical (medical exam) | $80-$180 |
| Drug Test | $30-$60 |
| Document translation | $30-$100 per document |
| Total (minimum) | $4,300-$15,800 |
The cost of obtaining a CDL generally ranges from $4,000 to $12,000, depending on where you live and what driving school you attend.
But here’s a hack: many large trucking companies (Werner, Swift, CRST, Schneider) will cover training costs entirely if you sign a 1-2 year employment contract. You don’t pay for school, but you commit to working for a set period. Leave early, and you pay the training cost back.
How Much Can You Earn with a CDL¶
What’s this all for? Real numbers:
| Level | Annual Salary |
|---|---|
| Rookie (first year) | $40,000-$55,000 |
| 1-3 years experience | $60,000-$80,000 |
| Experienced (5+ years) | $80,000-$100,000 |
| Hazmat (hazardous materials) | $89,000-$112,000 |
| Owner-operator (own truck) | $100,000-$200,000 (gross) |
According to ZipRecruiter, the average CDL driver salary in 2026 is $73,147 per year ($35.17/hour). Bureau of Labor Statistics gives a more modest median of $57,440, but that includes part-time employment.
CDL Step by Step: From Ukraine to an American Truck¶
Step 1: Translate and Prepare Documents (1-2 Weeks)¶
Gather and translate: Ukrainian driver’s license, driving experience certificate, medical certificate. If you have a clean driving record for the last 3 years, translate that too - some companies value it.
Step 2: DOT Physical (1 Day)¶
Pass a medical exam with a certified DOT physician. This isn’t a formality - they check vision, hearing, blood pressure, heart, diabetes, epilepsy. The certificate is valid up to 24 months, cost $80-$180. As of 2026, results are transmitted electronically to FMCSA - you no longer need to carry a paper copy to the DMV.
Step 3: CDL Learner’s Permit (CLP)¶
Pass the written knowledge test at your state DMV. Questions cover safety, cargo regulations, road signs. Study materials exist in various languages, but the test is English-only in most states (some offer Spanish).
Step 4: CDL School (3-8 Weeks)¶
Training at a certified school. Since 2022, FMCSA requires ELDT (Entry-Level Driver Training) - you must train at an accredited school before taking the road test. Self-study is no longer an option.
Step 5: Road Test (1 Day)¶
Three parts: pre-trip inspection (vehicle walkthrough), basic controls (maneuvering on a closed course), and road test (driving in traffic). You test at the DMV or a certified third-party facility.
Step 6: Get Your CDL and Start Working¶
After passing, you receive your CDL. You can add endorsements: Hazmat (hazardous materials), Tanker (liquid loads), Doubles/Triples (multiple trailers). Each endorsement means higher pay.
Canada: Class 1 License for Ukrainians¶
Canada has a similar system with some key differences.
Recognition of Ukrainian Licenses¶
Unlike regular licenses (Class G/5), commercial truck licenses from Ukraine can’t be exchanged for a Canadian Class 1. As Alberta.ca explains:
Class 1 (truck) licences from outside of Alberta may not be exchangeable, depending on when and where you got your licence.
So even if you’ve exchanged your regular license for a Canadian one (Class 5/G), you’ll need to test separately for the commercial category.
What to Translate¶
- Driver’s license - certified translation into English or French (depending on province). In Quebec, French translation is mandatory
- Driving experience certificate - driver’s abstract from Ukraine, certified translation
- Medical certificate - to prove physical fitness
- Clean driving record - driving record extract
Classes and Costs¶
| Item | Cost (CAD) |
|---|---|
| MELT program (Mandatory Entry Level Training) | $7,000-$12,000 |
| Licensing fees | $100-$300 |
| Medical exam | $100-$200 |
| Air brake endorsement | $200-$500 |
| Document translation | $30-$80 per document |
Average truck driver salary in Canada is CAD $55,000-$85,000 per year, depending on province and experience. Alberta and British Columbia pay more due to driver shortages.
Germany and the EU: LKW Führerschein (Category C/CE)¶
If you’re in Europe, it’s a fundamentally different system.
Recognition of Ukrainian Commercial Licenses¶
Ukrainian category C/CE licenses aren’t automatically recognized in the EU for professional work. For passenger vehicles (category B), there’s an exchange procedure after 6-12 months of residency, but for commercial categories you’ll need to:
- First exchange your category B for a German one
- Then pass theory and practical exams for category C (trucks over 3.5 tons) or CE (with trailer)
How Much Does an LKW Führerschein Cost in Germany¶
According to Truckoo:
| Category | Cost |
|---|---|
| C (trucks over 3.5 tons) | €2,500-€5,500 |
| CE (with trailer) | €3,000-€5,000 additional |
| Berufskraftfahrerqualifikation (Code 95) | €2,000-€3,000 |
| Medical exam | €80-€200 |
| Document translation | €30-€60 per document |
| Total C + CE + Code 95 | €7,500-€13,700 |
Code 95: Mandatory Qualification¶
Code 95 (also called CPC - Certificate of Professional Competence) is a mandatory qualification for all professional drivers in the EU. Without this code on your license, you can’t legally drive a truck professionally. Getting it requires 140 hours of training and passing a theory exam. Every 5 years, you need 35 hours of refresher training.
Important: if you have Code 95 from another EU country, it’s recognized throughout the Union. But Ukrainian trucking experience does NOT automatically count - you’ll need to complete the full course in Germany.
Jobcenter Funding¶
Good news: if you’re registered as unemployed in Germany, Agentur für Arbeit or Jobcenter can cover up to 100% of the cost through a Bildungsgutschein (education voucher). This covers the LKW Führerschein, Code 95, and even living expenses during training. For details, check our article on Bildungsgutschein from Jobcenter.
LKW Driver Salary in Germany¶
According to StepStone:
| Experience | Gross Salary/Year |
|---|---|
| Entry-level | €30,000-€33,000 |
| 5-10 years experience | €33,000-€38,000 |
| 10+ years, with bonuses | €38,000-€48,000 |
That’s less than the US, but factor in social insurance, health coverage, 30 days paid vacation, and pension contributions - all included.
Document Translation Checklist by Country¶
Regardless of which country you’re heading to, here’s what you’ll need translated:
| Document | USA | Canada | Germany/EU |
|---|---|---|---|
| Driver’s license | ✅ Certified | ✅ Certified | ✅ Sworn (beglaubigt) |
| Driving experience certificate | ✅ Recommended | ✅ Required | ✅ Required |
| Medical certificate | ⚠️ As needed | ⚠️ As needed | ✅ Required |
| Clean driving record | ⚠️ Varies by state | ✅ Recommended | ✅ Required |
| Education diploma/certificate | ⚠️ For some programs | ⚠️ For some programs | ✅ For Ausbildung |
| Employment records | ⚠️ To prove experience | ⚠️ To prove experience | ✅ For Rentenversicherung |
Translation Type Requirements by Country¶
- USA: certified translation - translator signs a certification statement. Notarization usually not required
- Canada: certified translation from an Approved Document Translator. In Quebec - must be in French
- Germany: beglaubigte Übersetzung from a beeidigter/ermächtigter Übersetzer (sworn translator registered with the court). Search at justiz-dolmetscher.de
- Other EU countries: similar to Germany - sworn translation from an officially authorized translator
Common Mistakes and Pitfalls¶
1. “I Have an IDP - I Don’t Need a Translation”¶
An International Driving Permit (IDP) is NOT a substitute for document translation when applying for a CDL or LKW Führerschein. An IDP lets you temporarily drive a passenger vehicle. For a professional license, you need full certified translations of your documents.
2. “I’ll Just Use Google Translate”¶
DOT, FMCSA, and DMV don’t accept translations done by the applicant or their family members. Only certified translations from professional translators or agencies. Self-translation means automatic rejection.
3. “They’ll Credit My Experience”¶
Unfortunately, no. In the US, Canada, and the EU, Ukrainian trucking experience doesn’t qualify you for automatic license issuance. You’ll test from scratch. But experience can help - some employers offer higher starting pay for drivers with documented foreign experience.
4. “CDL School Is Like Driving School - I’ll Be Done in a Month”¶
CDL School is intensive training lasting 3-8 weeks with full immersion. Theory, practice, maneuvering, highway driving. In Germany, LKW Führerschein training takes 4-10 weeks, and with Code 95, up to 6 months.
How to Save on Translation Costs¶
Instead of translating each document separately at a bureau for $50-100 per page, you can upload your documents to ChatsControl and get quality translations in minutes. The AI translator handles standard documents (driver’s licenses, certificates, medical records), and a critic model reviews the result multiple times. For straightforward documents, this saves both time and money.
For documents that need sworn translator certification (especially for Germany), you can order a certified translation - AI prepares the draft, and a sworn translator reviews and certifies it.
