Document Translation for Dentists: Approbation and Licensing Abroad

You spent five years in dental school, completed your internship, worked in a clinic - and now in Germany you can’t even touch a dental drill. Without Approbation (the state license to practice medicine), a dentist from a third country has no legal right to treat patients. The recognition process is long, expensive, and entirely dependent on correctly translated documents. One mistake in the translation of your training curriculum - and your application gets sent back to square one.

Approbation for Ukrainian Dentists in Germany: The Big Picture¶

Dentist (Zahnarzt/Zahnärztin) is a regulated profession in Germany. Working as a dentist without Approbation is illegal. For graduates from third countries (non-EU/EEA/Switzerland) - and Ukraine falls into this category - the process is more complex than for EU colleagues.

As the portal Anerkennung in Deutschland explains:

Wer in Deutschland als Zahnärztin oder Zahnarzt arbeiten möchte, braucht eine staatliche Zulassung - die Approbation.

In plain English: without Approbation, you can work as an assistant (Hilfskraft) for minimum wage at best - or not in dentistry at all.

Two Possible Paths¶

1. Equivalence through documents (Gleichwertigkeitsprüfung) - the authority compares your training program with the German one. If there are no substantial differences - Approbation is issued without an exam. For Ukrainian dentists this is a rare scenario, but possible if you have a completed internship + significant clinical experience.

2. Kenntnisprüfung (knowledge examination) - if substantial differences are found (and for Ukraine, this is almost always the case), you need to pass an exam. It’s equivalent to the German state dental examination.

According to information from Regierung von Oberbayern, starting May 1, 2026, dentists from third countries must additionally provide a radiation protection certificate (Strahlenschutznachweis) before applying for Approbation.

Which Documents Need Translation: Full Checklist¶

Here’s the list of documents required by the Approbationsbehörde. ALL must be translated by a sworn translator (beeidigter/vereidigter Übersetzer) registered in Germany.

Why the Training Program (Curriculum) Is the Most Important Document¶

This is the document that determines whether you get recognized without an exam or not. It must contain: - names of all subjects (in Ukrainian + Latin script or English) - number of hours for each subject (theory + practice separately) - name of qualification and total duration of training - description of clinical practice: how many hours, which procedures, in which departments

Many Ukrainian universities issue the Curriculum only in English - that’s fine, but you still need a sworn translation into German.

Common mistake: submitting a regular academic transcript instead of a detailed Curriculum. An academic transcript is just a list of subjects with grades, while a Curriculum must contain the CONTENT of each subject (Lerninhalt). Without this, the Behörde can’t compare programs and returns your application.

Language Requirements: B2 + Fachsprachprüfung¶

Before applying for Approbation, you need to prove your German proficiency:

Step 1: General German - minimum B2 (Goethe-Zertifikat, telc B2, or equivalent)

Step 2: Professional language (Fachsprachprüfung) - C1 level in medical terminology. This exam is taken at the Ärztekammer or Zahnärztekammer of the state where you’re applying.

The Fachsprachprüfung consists of three parts: 1. Patient consultation (Arzt-Patienten-Gespräch) - 20 minutes 2. Writing documentation (Dokumentation) - 20 minutes 3. Colleague consultation (Arzt-Arzt-Gespräch) - 20 minutes

As stated by Zahnärztekammer Nordrhein:

Die Fachsprachprüfung muss vor der Kenntnisprüfung bestanden werden.

Meaning: without passing the professional language exam, you won’t even be admitted to the Kenntnisprüfung.

Kenntnisprüfung for Dentists: Structure and Cost¶

If your documents don’t establish equivalence - and for Ukrainian dentists this is the standard scenario - you need to take the Kenntnisprüfung.

Exam Structure¶

The exam consists of three parts taken sequentially:

Total exam cost: €2,500-3,500 depending on the federal state. In Lower Saxony, the practical part alone costs €1,600.

Preparation¶

Preparatory courses last 3-6 months and cost €5,000-12,000. For example, integra GmbH offers intensive programs specifically for dentists.

The exam can only be retaken once. If you fail twice - the Approbation path through Kenntnisprüfung is closed.

How to Save on Translations¶

Translating the document package for Approbation means 10-15 pages of complex medical and academic texts. The price at sworn translators in Germany is €40-80 per page. If you translate everything “to the max,” you’ll easily hit €2,000.

While waiting for the Kenntnisprüfung, you can work under a temporary license - Berufserlaubnis. This is a limited permit (usually 2 years, maximum 3) that allows you to practice dentistry UNDER SUPERVISION.

Requirements for Berufserlaubnis: - confirmed B2 German proficiency - submitted documents for Approbation - job offer from an employer (Stellenangebot)

Dental Diploma Recognition in Other Countries¶

Austria¶

The procedure is similar to Germany’s, but goes through the Österreichische Zahnärztekammer. You need a sworn translation (gerichtlich beeideter Übersetzer) into German. Language level - C1 medical.

United Kingdom (GDC)¶

To work as a dentist in the UK, you need registration with the General Dental Council (GDC). The path is through the Overseas Registration Examination (ORE): - Part 1: theoretical exam (150 questions, multiple choice) - Part 2: clinical exam (on mannequins and patients)

Cost: Part 1 - £870, Part 2 - £2,980. Documents are translated into English by a certified translator.

From 2025-2026, GDC is introducing provisional registration - the ability to work under supervision before full registration.

Switzerland¶

For dentists from third countries, recognition goes through MEBEKO. You need to pass the federal exam. Translation - into one of the official languages (German, French, or Italian).

Timeline: Realistic Schedule¶

Tip: start translating documents and submitting your application before leaving Ukraine. While waiting for the decision, study the language. This can save you 3-4 months.

Common Mistakes When Applying¶

1. Incomplete Curriculum - submitting an academic transcript instead of a detailed training program. The Behörde returns the application, you lose 2-3 months.

2. Translation not by a sworn translator - any translation not certified by a sworn translator registered in Germany is not accepted. A translation notarized in Ukraine does NOT work for the Behörde.

3. Expired criminal record check - must be no older than 3 months at the time of submission. If document collection took too long - you need to order a new one.

4. Forgot the internship - Ukrainian dental education includes an internship (1-2 years after the diploma). Without proof of completed internship, the Behörde cannot fully recognize your qualification.

5. Applied in the wrong state - you must apply in the federal state where you plan to work. Some people apply in a state with an “easier” procedure - and then can’t transfer the Approbation.

How much does document translation for dentist Approbation cost?¶

Is an apostille required on all documents?¶

No. An apostille is needed for the diploma, diploma supplement, internship certificate, birth certificate, and criminal record check. Work certificates and Curriculum usually don’t require an apostille - a sworn translation is sufficient.
