Economist and Accountant Diploma Recognition in Germany: Document Translation Guide

You have an economics degree from a Ukrainian university and five years of accounting experience - and you’re getting offered a Hilfskraft (assistant) position in Berlin because you don’t have a Zeugnisbewertung. That’s the official credential evaluation that turns your foreign diploma into something German employers and the Jobcenter can actually process.

This guide covers exactly what to translate, where to submit it, what it costs, and how to avoid losing three months to procedural mistakes.

Do you even need recognition?¶

Economist and accountant are unregulated professions in Germany. There’s no law preventing you from working without a recognized diploma - unlike doctors or teachers, who literally cannot practice without it.

But the practical reality is different. As Anerkennung in Deutschland states:

Für nicht reglementierte Berufe können Sie auch ohne Anerkennung arbeiten - die Anerkennung verbessert aber Ihre Chancen auf dem Arbeitsmarkt erheblich.

Translation: you can work without it, but recognition significantly improves your chances. Here’s why most employers want it anyway:

• Large companies’ HR departments need documented proof of qualifications to run candidates through their hiring systems
• The Jobcenter won’t give you access to retraining courses without an assessed diploma
• Blue Card (EU work permit for skilled professionals) requires verified qualification

If you want to work as a Buchhalter or Wirtschaftsanalyst at a proper salary - get the recognition done.

Anabin: check this before you do anything else¶

Before submitting any documents, check your university in the Anabin database - the official system of Germany’s Standing Conference of the Ministers of Education (KMK), where every foreign university gets classified by status.

University statuses in Anabin:

Most large Ukrainian universities have H+ status: Taras Shevchenko National University of Kyiv, NAU, KPI, Kyiv National Economic University (KNEU), Kharkiv National University of Economics. If your university is H+ and your specialty is in the system, the procedure is straightforward.

If your university isn’t in the database or has H- status - ZAB still accepts documents through individual assessment, but it takes longer.

If you left Ukraine after February 2022 without documents: ZAB launched a simplified procedure for Ukrainians in April 2022 - the Plausibilisierungsverfahren. Two pathways: ZAB vs IHK FOSA¶

This is where most people get confused. Here’s the simple answer:

ZAB (Zentralstelle für ausländisches Bildungswesen) - for university-level degrees. If you have a bachelor’s, master’s, or specialist degree from a university or institute - go to ZAB. They issue the Zeugnisbewertung - a document confirming your diploma is equivalent to a German degree.

IHK FOSA - for vocational qualifications (Berufsausbildung). If you have a college or technical school diploma, or an IHK-level qualification - go to IHK FOSA.

Most Ukrainian economists and accountants have university degrees - so they go to ZAB.

What to translate: the full document checklist¶

Before ordering any translations, run the Pre-Check tool at zab.kmk.org - it shows the exact document list for your specific situation. But the standard package looks like this:

Critical point about ZAB: they officially do not require apostilles or certified copies - regular PDF scans are sufficient. Translations aren’t always required either - the Pre-Check will confirm. But if translation is required, it must be by a beeidigt/vereidigt Übersetzer (a court-sworn translator in Germany), not just any translator.

As stated in the ZAB FAQ:

A translation cannot be submitted instead of a document in the original language.

So a translation always supplements the original, never replaces it. You submit both the original scan and the translation.

Where to get translations for ZAB¶

Here’s a detail people often miss. ZAB requires translations from a beeidigter or vereidigter Übersetzer - a sworn translator who has taken an oath before a court in a specific German federal state. Not a translator based in Ukraine, not a Ukrainian notarized translation - specifically a German court-sworn translator.

Three options:

Translation bureau in Germany¶

The most reliable route - a bureau with sworn translators accredited in a specific German state. Find them at justiz-dolmetscher.de - the official register of sworn translators in Hesse - or on your state’s Justizministerium website.

Pros: in-person contact, you can bring originals. Cons: €50-80 per page, 5-10 days, you need to go in person or mail originals.

Freelance sworn translator¶

Through ProZ.com or TranslatorsCafe you can find a sworn translator cheaper than a bureau - usually €35-60 per page. Just verify that the translator holds German court accreditation (Vereidigung beim Landgericht oder Amtsgericht).

Online service with sworn translator¶

At ChatsControl you can order a certified translation without leaving home. Translation options comparison¶

Step-by-step: from diploma to Zeugnisbewertung¶

Step 1: Check your university in Anabin

Go to anabin.kmk.org, find your university and specialty. If status is H+ - you’re good. Note the exact name of the institution and degree as listed there - you’ll need it when filling out the application.

Step 2: Run the Pre-Check on ZAB’s website

At zab.kmk.org run the Pre-Check - 5-10 minutes, shows the exact document list for your situation, including whether translations are needed and for which documents.

Step 3: Order translations for the documents you need

If Pre-Check shows translations are needed - order only what’s listed. Usually that’s the diploma plus the diploma supplement. Translation must be by a sworn translator in Germany.

Step 4: Scan all your documents

ZAB accepts PDF files, max 5 MB each. Scan at 300 dpi so all signatures and seals are legible. Each document as a separate file.

Step 5: Fill out the online application

Register at zab.kmk.org via id.bund.de and complete the application. Upload all scans. After submission you’ll get an email confirmation with payment details.

Step 6: Pay the €208 fee

Payment must be made within 3 weeks of submission. After payment your application enters the review queue.

Step 7: Wait and respond to requests

Standard processing: up to 3 months. Blue Card fast-track: 2 weeks. If ZAB needs additional documents they’ll email you. Respond quickly - each delay adds to your timeline.

Step 8: Receive your Zeugnisbewertung

The result is a digital PDF with an electronic signature and digital seal for verification. Valid throughout Germany indefinitely - it doesn’t expire. This is the official document to show employers, Jobcenter, or universities.

Common mistakes and how to avoid them¶

Mistake 1: Getting a translation from a notary or translator in Ukraine

A translation notarized in Ukraine (or even from a Ukrainian sworn translator) won’t be accepted by ZAB for the official procedure. You need a beeidigter or vereidigter Übersetzer specifically based in Germany. These are fundamentally different things.

Mistake 2: Submitting the diploma without the supplement

The diploma itself is one page with your specialty name on it. ZAB compares the content of your education - which is in the supplement (Diploma Supplement or transcript listing subjects and hours). Without the supplement your application comes back.

Mistake 3: Thinking Anabin equals recognition

Anabin shows your university’s status, but it’s not official recognition of your diploma. An employer or the Jobcenter wants to see a Zeugnisbewertung from ZAB - an actual document with your name on it. Anabin confirms nothing to them.

Mistake 4: Confusing ZAB and IHK FOSA

University degree - go to ZAB. College or technical school diploma - go to IHK FOSA. Submitting to the wrong body delays the process by months.

Mistake 5: Overlooking Steuerberater and Wirtschaftsprüfer paths

If you’re aiming for Steuerberater (tax consultant) or Wirtschaftsprüfer (auditor) rather than just Buchhalter - these are regulated professions. ZAB recognition isn’t enough. You need separate recognition through Steuerberaterkammer or Wirtschaftsprüferkammer. The path is significantly longer and more demanding.

Realistic costs and timeline¶

Build your budget in advance - no surprises:

If you’re registered with the Jobcenter - some or all costs may be covered via Bildungsgutschein or Kostenübernahme. Ask your Arbeitsvermittler (Jobcenter advisor) - some German states cover the full cost of Zeugnisbewertung.

Timeline: - Document collection and translation: 1-2 weeks - ZAB processing: up to 3 months (Blue Card: 2 weeks) - Full cycle: 2-4 months

Partial recognition isn’t a failure - it’s the standard outcome. ZAB doesn’t “reject” - it assesses equivalency. If your education is 80% equivalent to a German Betriebswirt or Wirtschaftskaufmann, you get a document saying exactly that.

FAQ¶

Does ZAB require an apostille on my diploma?¶

No. For ZAB Zeugnisbewertung, apostilles and certified copies are not required - regular PDF scans are sufficient. ZAB officially states they don’t require apostilles. However, if you’re applying to IHK FOSA or a specific employer separately, their requirements may differ. Always check the specific organization’s requirements.

Does ZAB accept translations from Ukrainian translators?¶

No. ZAB requires a translation from a beeidigt or vereidigt Übersetzer - a sworn translator accredited by a court in a specific German federal state. A translation from a Ukrainian bureau or notary is not accepted. Exception: if the Pre-Check shows no translation is needed, then you don’t need one at all.

How much does ZAB Zeugnisbewertung cost in 2026?¶

The standard fee is €208. This is a fixed rate set by the State of Berlin (where ZAB is located). Blue Card fast-track processing (2 weeks) costs the same - no surcharge. A replacement certificate if you lose the original costs €104.

What’s the difference between ZAB and Anabin?¶

Anabin is a database where you can check a foreign university’s status. It’s a reference tool, not a recognition authority. ZAB is the institution that issues the official Zeugnisbewertung document specifically in your name for your diploma. An employer wants to see the ZAB document - Anabin proves nothing to them on its own.

Is diploma recognition required to work as a Buchhalter in Germany?¶

Formally no - Buchhalter is an unregulated profession. But most large employers and staffing agencies require Zeugnisbewertung in practice. Without it you can realistically only get a Buchhaltungsassistent (bookkeeping assistant) position with lower pay - €28,000-35,000/year instead of €38,000-50,000 for a Buchhalter with recognized qualifications.

Is ACCA or CIPA recognized in Germany?¶

ACCA is partially recognized - it gives you the right to work as an accountant, but not as a Steuerberater or Wirtschaftsprüfer. CIPA (CIS certification) has no official recognition in Germany, but it can be a plus on your CV. If you have ACCA, check with BSTBK about what specific equivalency applies to your situation.
