A degree from KPI, 10 years of experience on construction projects - and in Germany you’re officially not an engineer. You can’t even put “Ingenieur” on your business card. For Ukrainian engineers and architects, this is a common situation: the title “engineer” is legally protected in Germany, and you can’t use it without official qualification recognition. The good news? Engineers and architects from Ukraine are getting their Anerkennung in large numbers, and most succeed.
Let’s break down how engineering and architecture diploma recognition works, where to submit documents, what needs translating, and what it all costs.
Engineer and architect - regulated professions in Germany¶
“Ingenieur” (engineer) and “Architekt” (architect) are protected professional titles in Germany (geschützte Berufsbezeichnung). Without permission, you can’t use them - not on your business card, not in your email signature, not on your LinkedIn profile.
What this means in practice:
- You can work as an employee in an engineering role without recognition - employers look at your skills, not your paper status
- But you can’t officially call yourself “Ingenieur” or “Architekt”
- Opening your own engineering firm or architectural practice without recognition isn’t possible
- Signing off on building documentation (Bauvorlageberechtigung for architects) requires chamber registration
So if you’re planning to work at a company as a “Bauingenieur” or “Projektingenieur” - many employers will hire you without formal recognition, especially with today’s talent shortage. But if you want the official title, plan to freelance, or want to start your own business - recognition is mandatory.
The responsible bodies are the Ingenieurkammer (engineering chamber) or Architektenkammer (architects’ chamber) of the relevant federal state. Each state has its own chamber and its own rules. Find yours through the Anerkennung in Deutschland portal.
Engineers vs. architects: two parallel processes¶
While both professions are regulated, the recognition procedure differs.

For architects, the process is more involved - you need to prove not just educational equivalence but also practical experience. Engineers typically just need to show their diploma matches a German engineering degree.
Step-by-step recognition plan¶
Step 1: Check your diploma in the Anabin database¶
Before submitting anything, go to Anabin - a database where you can check how your university and degree are rated in Germany.
Look up your university - it should have an H+ rating (recognized institution of higher education). Most major Ukrainian technical universities (KPI, Lviv Polytechnic, KNUCA, ODABA, KNUBA) have this status. If your university has H+, the process is significantly easier.
Step 2: Get a Zeugnisbewertung from ZAB¶
Zeugnisbewertung is an official evaluation of your diploma from ZAB (Zentralstelle für ausländisches Bildungswesen - the central authority for foreign education). It’s a document that says: “This diploma corresponds to this German degree level.”
For engineers and architects, Zeugnisbewertung is often mandatory when applying to the chamber. It costs 208 euros, and processing takes about 3 months.
You can apply online through the ZAB portal. The application is also available in Ukrainian - ZAB opened this option for Ukrainian refugees in April 2022.

Step 3: Apply to Ingenieurkammer / Architektenkammer¶
With your Zeugnisbewertung and translated documents, submit your application to the chamber in the state where you live or plan to work.
Examples of chambers by state:
- Baden-Württemberg: Ingenieurkammer Baden-Württemberg (INGBW)
- Bavaria: Bayerische Ingenieurekammer-Bau
- Berlin: Baukammer Berlin
- NRW: Ingenieurkammer-Bau NRW

Step 4: Wait for the decision¶
The chamber checks whether your diploma is equivalent to a German engineering/architecture degree. Standard processing time is 3-4 months after submitting a complete package. If something’s missing, the clock resets.
Step 5: The outcome¶
- Full recognition - you get permission to use the “Ingenieur” title or registration in the Architektenliste. For engineers, this is the most common result - about 95% of applicants receive full or partial recognition
- Recognition with conditions - you’ll need to complete Anpassungsqualifizierung (additional qualification) or pass an exam
- Rejection - rare, usually when the university isn’t recognized or the program differs significantly

Don’t rush to add up the total - there are ways to cover the costs:
- Anerkennungszuschuss from BMBF - covers up to 600 euros for the recognition procedure. Applications open until June 30, 2027. Requirement: annual income under 32,000 euros (or 50,000 for married couples)

Can you work as an engineer without recognition?¶
Here’s the key difference from doctors and teachers: engineers need recognition not for working per se, but for using the title.
In practice this means:
- Working as an employee - yes, you can. The employer hires you as a “Projektleiter”, “Bauleiter”, “Technischer Mitarbeiter” or under another job title. You do engineering work, you earn an engineering salary - you’re just not officially an “Ingenieur”
- Freelancing or opening a firm - no, not without recognition. Running an Ingenieurbüro requires title permission
- Signing project documentation (for architects) - no, without Architektenliste registration there’s no Bauvorlageberechtigung
That’s why many Ukrainian engineers who arrived after 2022 start working right away - while processing recognition in parallel. It’s a smart strategy: you gain experience in the German market, learn the language, earn money - and collect documents for Ingenieurkammer at the same time.
IQ Netzwerk: free courses for engineers and architects¶

Common mistakes when submitting documents¶
1. Applying without Zeugnisbewertung¶
Some chambers accept documents without ZAB evaluation, but most require it. Don’t waste time on an application that’ll be sent back - get your Zeugnisbewertung first.
2. Translation by a non-sworn translator¶
Classic problem: you got your documents translated at an agency in Kyiv, but the Ingenieurkammer requires beglaubigte Übersetzung from a sworn translator in Germany. 3. For architects: not documenting practical experience¶
Architects often forget that besides the diploma, they need to prove 2-3 years of practical experience. Employment references must contain specific details: which projects, what role, which phases (design, construction supervision, project management).
4. Applying to the wrong state¶
Recognition is processed in the state where you live or plan to work. Moved from Bavaria to NRW? You’ll need to apply to Ingenieurkammer-Bau NRW. The permission to use the “Ingenieur” title usually applies throughout Germany, but you need to apply where you’re registered.
5. Missing specialization in the translation¶
Your Ukrainian diploma might say “construction engineer” or “electrical engineer” - these are different specializations, and it matters to the Ingenieurkammer. The translator must accurately convey the specialization, not just write a generic “engineer”.
