The question comes up for almost every IT specialist: is diploma recognition actually mandatory? And what exactly needs to be translated?

The answer depends on your specific situation. Let’s go through it step by step.

IT in Germany Is an Unregulated Profession - What That Means¶

German professions split into two categories: reglementiert (regulated) and nicht reglementiert (unregulated).

Regulated professions - doctors, lawyers, pharmacists, teachers, certain engineers - legally cannot practice in Germany without official foreign diploma recognition. No exceptions.

IT specialists - programmers, developers, DevOps, data scientists, QA engineers, system administrators, IT consultants - are unregulated. The law does not require official diploma recognition to work. You can start as a developer without any formal confirmation of your education.

In plain terms: for unregulated professions, recognition isn’t legally required. But there are three specific situations where you’ll need it anyway.

Three Situations Where You Still Need Recognition¶

Blue Card with a University Degree¶

The Blue Card (Blaue Karte EU) is the main residence permit for qualified non-EU workers. To get one, you need to show your foreign degree is equivalent to a German Hochschulabschluss (university degree). Not a full multi-month Anerkennungsverfahren - just proof that your degree reaches that level.

In practice: a printout from anabin.kmk.org showing H+ status for your university and degree level is enough for most Ausländerbehörde offices and consulates. Some ask for a full ZAB Zeugnisbewertung - depends on the specific office.

Employer or Ausländerbehörde Requires the Document¶

Large companies (banks, insurers, public sector) and some Ausländerbehörde offices require a Zeugnisbewertung or anabin confirmation on their own initiative. This is regional - Munich may require more documentation than Berlin. Clarify with your employer before signing the contract.

Studying for a German Master’s Degree¶

If you want to continue studying in Germany, the university itself checks your degree against their Hochschulzugangsberechtigung requirements. This is a separate process from the employment recognition route, with different authorities and different standards.

The No-Degree Path: New 2024 Law for IT Specialists¶

From March 2024, Germany’s second stage of the Fachkräfteeinwanderungsgesetz (Skilled Immigration Act) gave IT specialists the ability to apply for a Blue Card without any university degree at all - through §18g Aufenthaltsgesetz.

Requirements: - At least 3 years of IT work experience in the last 7 years - A concrete job offer in Germany in IT - Salary of at least ~€45,934 per year gross (the preferential threshold for IT as a Mangelberuf - shortage occupation) - Verifiable technical expertise: certifications (AWS, Google, Microsoft), GitHub profile, portfolio, employer letters

If you have the experience but not the degree, or your degree field doesn’t match IT - this is your route, with no recognition procedure required.

Anabin: First Step - Check Your University¶

Before you do anything else, open anabin.kmk.org and find your university.

Anabin is the KMK (Kultusministerkonferenz - Standing Conference of Education Ministers of the German states) database that Ausländerbehörde offices, consulates, and employers use to assess foreign degrees. Each university gets a status:

• H+ - university is recognized, degree is equivalent to a German Hochschulabschluss. A printout from anabin showing H+ for your university and your specific degree type is often sufficient for the Blue Card.
• H+/- - ambiguous status, needs case-by-case assessment.
• H- - university not recognized, separate procedure needed.

Most major Ukrainian technical universities (KPI Kyiv, Lviv Polytechnic, NTU “KhPI” Kharkiv) have H+ status for IT and technical degrees. But check yourself - statuses get updated.

ZAB Zeugnisbewertung: Official Confirmation When Anabin Isn’t Enough¶

ZAB (Zentralstelle für ausländisches Bildungswesen) is the federal body under KMK in Bonn that issues an official Statement of Comparability (Zeugnisbewertung) - a document confirming your degree is equivalent to a specific level in Germany.

When You Need ZAB¶

• Your university isn’t in anabin or has H+/-
• Ausländerbehörde or the consulate specifically asks for a Zeugnisbewertung
• You want an official document for employers or for future use

Cost and Timeline¶

Important: applications are only processed after full payment. You can apply online through zab.kmk.org - since May 2025 electronic signature is supported, cutting processing time by an average of 28 days compared to paper applications.

Simplified Process for Ukrainians¶

Following February 2022, KMK introduced specific accommodations: - Applications available in Ukrainian (since April 2022) - If you left without original documents - the Plausibilitätsverfahren (plausibility review) allows ZAB to issue an assessment without originals - Digital copies of documents are accepted - Machine translation (EU eTranslation) is acceptable for university admission applications (but NOT for work Blue Card - that still requires sworn translation)

Which Documents Need to Be Translated and How¶

Here’s the standard document package for Blue Card or ZAB:

Pay special attention to the diploma supplement - the document listing all your courses, grades, and hours. This is what ZAB compares against the German curriculum. If you graduated before 2010-2015 and don’t have a separate supplement, order an academic transcript from your university (can be done by mail or through an authorized person in Ukraine).

Sworn Translator: Who This Is and Where to Find One¶

Translations for ZAB and Blue Card must be done by a vereidigter Übersetzer - a translator officially appointed by the court of a specific German federal state, with the authority to certify translations with their seal. This isn’t “a good translator” or “a notarized translation from Ukraine” - it’s a specific legal status in the German legal system.

The Bilingual Diploma Trick¶

If your diploma or supplement was issued in two languages (Ukrainian + English) - you can get it translated from English to German rather than from Ukrainian. There are significantly more sworn en→de translators than uk→de, so it’s faster and often cheaper.

Apostilles for diplomas are issued by regional offices of the Ministry of Education and Science of Ukraine (MON).

• Timelines: urgent (1-2 days), standard (up to 30 days), mid-range (~10 days)

If you’re already in Germany and can’t go in person - use a power of attorney for relatives, or apply online through MON.

Online Translation with Sworn Certification¶

If your city has few uk→de or en→de sworn translators, or you don’t have time to find a physical bureau - online options work too. Services like ChatsControl handle this: you upload your diploma scan, AI produces a draft, a vereidigter Übersetzer reviews it and signs with their official seal, you get a certified PDF by email. Cost around €30-50 per page, turnaround 2-4 hours. Works well for standard documents; very old or unclear scans are better handled in person at a bureau.

IT College or Vocational Track: Separate Route Through IHK FOSA¶

If your IT education is closer to a vocational college than a four-year university - rather than ZAB, you need IHK FOSA.

IHK FOSA is the central body for all German Industrie- und Handelskammern (Chambers of Commerce and Industry) that handles recognition of dual (vocational) qualifications. For IT, this covers Fachinformatiker Anwendungsentwicklung (application development) or Systemintegration (systems integration) - the German equivalent of a two-year vocational IT program.

Cost: €100-€600 depending on the procedure. Result: full recognition or partial (requiring an additional exam or adaptation period).

For most Ukrainian IT specialists with a full university degree (bachelor’s or master’s), IHK FOSA is not relevant - it’s the vocational track.

Pitfalls and Common Mistakes¶

Degree Field Doesn’t Match the Job Role¶

The most common problem for Blue Card applications: degree in mathematics or physics, job title Software Developer. Some consulates and some Ausländerbehörde offices interpret “correspondence” between degree and job role very strictly.

That said, there are real cases of physics and math graduates getting Blue Cards as developers - depends on the specific office. If you’re worried about this, consult an immigration lawyer before submitting, or ask your local Ausländerbehörde directly.

Missing Diploma Supplement¶

Older diplomas (especially pre-2005-2010) often don’t include a separate transcript with course listings. Without it, ZAB can’t do the comparison. Solution: order an academic certificate or transcript from your university - can be done by mail or through someone in Ukraine.

Ukrainian Notarized Translation Instead of Sworn Translation¶

Ukraine has a practice of “notarized translation” - a translation with the notary certifying the translator’s signature. In Germany, this is not the same as a vereidigter Übersetzer. A notarized translation from Ukraine won’t be accepted by ZAB - you need a translator officially appointed by a German court.

Old Soviet Diplomas¶

Diplomas from before 1991 (USSR) or the early 1990s can be more complex to process: different program names, no supplements, different document formats. ZAB accepts them, but the process takes longer.
