A client googles “sworn translator Ukrainian Berlin,” lands on justiz-dolmetscher.de, enters the language pair - and finds 15 translators. You’re not one of them. They won’t keep looking - they’ve already picked someone from the list. Courts, notaries, lawyers, immigration offices - they all go to this database when they need a translator. If you’re not there, you’re losing a steady stream of clients without even knowing it.
Here’s how to get yourself into that registry - from requirements to the oath ceremony.
What is justiz-dolmetscher.de and why you want in¶
justiz-dolmetscher.de is Germany’s official database of interpreters and translators, jointly maintained by the justice authorities of all 16 federal states. It’s been running since 2010. Full name: Dolmetscher- und Übersetzerdatenbank. When a court, prosecutor’s office, notary, or government agency needs a translator - this is where they look.
For clients, the database is a quality guarantee. If a translator is listed on justiz-dolmetscher.de, they’ve been vetted, taken an oath, and hold official authorization to certify translations with their personal seal.
What it means for you as a translator:
- Steady orders from legal professionals and government bodies. Lawyers, notaries, and courts don’t look for translators on Google or ProZ. They go to justiz-dolmetscher.de
- The right to produce certified translations. Without Ermächtigung (authorization for written translators) or Beeidigung (oath for interpreters), you can’t put a legally binding stamp and signature on your translations
- Less competition. For rare language pairs (DE-UK, DE-KA, DE-UZ), competition in the database is much lower than on the open market. A client sees 5-10 translators instead of thousands on freelance platforms
- Regulated rates. Court translation rates are set by the JVEG law. Since June 2025, that’s 1.95 EUR per line (55 characters) for standard translation, 2.15 EUR for non-editable text, and 2.30 EUR at the increased rate. For private clients, you set your own rates

Who can register: GDolmG requirements¶
Since January 1, 2023, the federal Court Interpreters Act (Gerichtsdolmetschergesetz, GDolmG) has been in effect. It unified the requirements across Germany. Before that, each state had its own rules - now the foundation is the same, though some details still vary from state to state.
Citizenship and residence¶
You can apply if you’re:
- A citizen of an EU, EEA, or Swiss state
- A person with residence or professional establishment in one of these countries
For non-EU citizens (including Ukrainians), this means: if you legally reside in Germany (Aufenthaltstitel, temporary protection under section 24, or another permit) and have a registered address - you can apply.
Education and qualifications¶
This is the big one. You need one of these:
- A translation or linguistics degree from a German university or Fachhochschule - best option, accepted without questions
- State examination (Staatsprüfung) in translation - administered by state education authorities (for example, in Hesse through the Lehrkräfteakademie)
- IHK examination (Industrie- und Handelskammer) - the Chamber of Commerce exam for translators
- A foreign degree recognized as equivalent - for example, a translation degree from a Ukrainian or other foreign university, if it’s been recognized through the anabin database or KMK procedure
If no recognized exam exists in Germany for your language pair (which happens with rare languages), the Landgericht may consider alternative proof of qualification. But this is an exception, and the decision is at the court’s discretion.
Personal reliability¶
- Clean Führungszeugnis (police certificate of conduct) - no criminal record
- No pending criminal or disciplinary proceedings
- Orderly financial circumstances - no bankruptcy, no entries in the debtor registry (Schuldnerverzeichnis)
Legal terminology knowledge¶
The GDolmG requires basic knowledge of German legal terminology. Some states test this separately (a brief interview or test), others accept a translation degree or exam as sufficient proof.
What documents you’ll need¶
The application package goes to the Landgericht (regional court) where you live. Here’s the standard list:
- Application letter - a written request for Ermächtigung (written translators) or allgemeine Beeidigung (interpreters). Some states have their own form - check your Landgericht’s website
- Führungszeugnis - type “O” (Belegart O), for submission to government authorities. Must be less than 6 months old. Order through your local Bürgeramt or online via the Bundesamt für Justiz website
- Diplomas and certificates - originals or notarized copies. For foreign degrees, include the equivalence recognition decision
- Handwritten CV - yes, handwritten, in paragraph form, not a table. It feels archaic, but many states still require it (Bavaria, for example)
- Financial status declaration - confirming you’re not in bankruptcy proceedings and have no entries in the debtor registry
- Criminal proceedings declaration - confirming no investigations or legal proceedings are pending against you
- Availability declaration - confirming you’re willing and able to be available for court assignments at reasonable notice
- Meldebescheinigung - proof of registered address
Some states require additional documents. Bavaria asks you to fill out a special questionnaire (Merkblatt), Berlin has its own application form, Hesse may require proof of work experience. Always check justiz-dolmetscher.de under Zulassungsvoraussetzungen - select your state.
Where to apply and what it costs¶

You submit your application to the Landgericht where you’re registered (Wohnsitz). Living in Munich? Apply to Landgericht München I. Berlin? Landgericht Berlin. Cologne? Landgericht Köln.
Some states have centralized the process. In Lower Saxony, for example, all applications go through Landgericht Hannover, regardless of where in the state you live. You’ll find this info on justiz-dolmetscher.de.
Costs¶
The registration fee varies by state:

The fee is due when you submit your application. If you withdraw before the oath ceremony - you’ll still pay at least half. Make sure all your documents are ready before submitting.

How long it takes¶
There’s no fixed timeline. In practice, processing takes 4-12 weeks depending on how busy your specific Landgericht is. In large cities (Berlin, Munich, Hamburg), it can take longer - some translators have reported waiting up to 4 months.
Pro tip: submit your application as soon as you have all documents ready. The Führungszeugnis is only valid for 6 months - you don’t want it expiring while you wait.
What happens after your application is approved¶
The oath or authorization¶
For interpreters (Dolmetscher), the procedure includes taking an oath before a judge - you come to the Landgericht, raise your hand, and recite the oath formula (Eidesformel), pledging to interpret conscientiously and truthfully. This usually takes 15-20 minutes.
For written translators (Übersetzer), most states use Ermächtigung - official authorization - instead of a formal oath. The procedure may be less ceremonial, but the result is the same.
Seal and database listing¶
After the oath or Ermächtigung:
- You’re added to justiz-dolmetscher.de - courts, lawyers, and notaries can now find you by language pair and region
- You order an official seal (Siegel) - usually from a specialized supplier recommended by the Landgericht. Cost: 50-100 EUR
- You receive a registration number
- You can produce certified translations - with your stamp, signature, and Bestätigungsvermerk (a clause confirming the translation is complete and accurate)
Registration is valid for 5 years. Submit your renewal application 3-6 months before it expires, or you’ll be removed from the database.
GDolmG transition period: what to know in 2026¶
If you were already a sworn translator under the old state-level rules (before January 1, 2023) - pay attention to the transition rules.
The original deadline for re-registration under the new GDolmG was December 31, 2026. But examination centers couldn’t process approximately 25,000 translators in time, so the deadline was extended to December 31, 2027. After January 1, 2028, oaths taken under the old state legislation will no longer be valid - re-registration under the GDolmG is required.
If you’re a new translator just looking to register - the transition rules don’t apply to you. You go through the GDolmG procedure from the start and get your 5-year registration.
Practical tips¶
Check your state’s specific requirements BEFORE collecting documents. The foundation is the same, but details vary. Go to justiz-dolmetscher.de, then Zulassungsvoraussetzungen, then select your state.
Order your Führungszeugnis first. It takes 1-2 weeks to arrive, and it’s only valid for 6 months. Type “O” - don’t forget.
Foreign degree? Start the recognition process early. Going through KMK or anabin can take several months. Check your university on anabin.kmk.org - if it’s listed with H+ status, recognition will be smoother.
Join a professional association. BDÜ, VKD, or UNIVERSITAS - membership isn’t required for registration, but it gives you access to advice, document templates, and support during the application process. Some regional BDÜ chapters even run seminars on preparing for the Beeidigung.
