“You need to convert your licence within three months” - that’s what Andriy heard at the Service NSW counter two weeks after moving to Sydney. Five years behind the wheel, Ukrainian licence in his pocket, and he genuinely believed he’d just show it and be done. But Australia doesn’t recognise Ukraine as a “Recognised Country,” which means: theory test, practical test, and a NAATI-certified translation of your licence. No shortcuts. Here’s everything you need to know about the process - in one place.
How Long Can You Drive on a Ukrainian Licence in Australia¶
First question everyone asks: “Can I actually drive with my Ukrainian licence?” Short answer - yes, but for a limited time.
If you’re a temporary visitor (tourist, student, temporary visa holder), you can drive on your Ukrainian licence as long as it’s valid. But there are conditions:
- Your licence must be in English or accompanied by an official translation
- An International Driving Permit (IDP) is also accepted, but a NAATI translation is more reliable
- You haven’t been disqualified from driving in any country
If you’re moving permanently (PR, citizenship), you have a limited window to convert. The exact timeframe depends on the state:
| State | Allowed driving time on overseas licence |
|---|---|
| NSW (New South Wales) | 3 months after getting PR |
| VIC (Victoria) | 6 months |
| QLD (Queensland) | 3 months |
| WA (Western Australia) | 3 months |
| SA (South Australia) | 3 months |
After that window closes, driving on a Ukrainian licence becomes illegal. Fines are serious - in NSW, driving without a valid licence starts at AUD 2,200.
If you’ve become an Australian citizen or permanent resident, you must transfer your overseas licence to a NSW driver licence within 3 months.
Not three months from when you moved - three months from when you got your PR or citizenship. This is an important distinction that a lot of people get wrong.
Temporary visa holders: separate rules¶
If you’re on a temporary visa (student 500, work 482, partner 820), the rules are a bit different. In NSW, since July 1, 2023, temporary visa holders need to either drive on a valid overseas licence or convert to temporary NSW driving rights within 6 months. The temporary licence will have a “Q” mark and the words “Evidence of permanent residency status not provided” on it.
In Victoria, you can drive on your overseas licence as long as it’s valid and you’re a temporary visitor. But if you’re planning to stay for more than 6 months, it’s better to convert.
Why Ukraine Isn’t a “Recognised Country” and What That Means¶
Austroads (the organisation that coordinates road policy across Australia) divides all countries into two categories for licence conversion:
Recognised Countries (List A) - countries with mutual recognition agreements. If you’re from one of these, you convert without tests. The list as of 2026:
Austria, Belgium, Bosnia and Herzegovina, Canada, Croatia, Denmark, Finland, France, Germany, Greece, Guernsey, Ireland, Isle of Man, Italy, Japan, Jersey, Luxembourg, Malta, Netherlands, New Zealand, Norway, Portugal, Singapore, Spain, Sweden, Switzerland, UK, and the USA.
List B (formerly Experienced Driver Recognition) - Bulgaria, Cyprus, Czech Republic, Estonia, Hong Kong, Hungary, Latvia, Lithuania, Poland, Serbia, Romania, Slovakia, Slovenia, South Africa, South Korea, and Taiwan. As of February 1, 2026, the EDR status for these countries has been removed - they now need to pass tests too.
Ukraine isn’t on either list. That means theory and practical tests are required in every state. No exceptions.
In practice, it’s not as scary as it sounds. If you’re an experienced driver, passing both tests on the first try is realistic. The key is preparing for Australian road rules, which are noticeably different from Ukrainian ones.
NAATI Translation of Your Driving Licence: What, Where, How Much¶
To convert your licence, you’ll need a translation of your driving licence into English by a NAATI-accredited translator. NAATI (National Accreditation Authority for Translators and Interpreters) is the only organisation in Australia that certifies translators. Without their stamp, neither RMS, VicRoads, nor TMR will accept your document.
How much does the translation cost¶
| Service | Cost | Turnaround |
|---|---|---|
| NAATI driving licence translation (standard) | AUD 45-70 | 2-3 business days |
| Express translation (24 hours) | AUD 90-120 | 1 business day |
| Translation + postal delivery | AUD 55-85 | 3-5 business days |
Prices as of 2026. A driving licence translation is one of the simplest and cheapest documents to translate since it’s essentially one page with a fixed set of fields.
Where to order NAATI translation¶
- Online NAATI translators. Most translators work remotely. You send a scan or photo of your licence, get a certified PDF translation by email, and if needed, the hard copy by post. Find a translator through the NAATI online directory - select “Ukrainian” as the language and “Translation” as the service type
- Translation agencies. Such as Sydney Translations, 2M Language Services, Australian Translations. Prices from AUD 45-50
- ChatsControl. If you need a quick translation to understand the contents of your document or prepare for your visit - AI translation in minutes. But for official licence conversion, you’ll still need a NAATI stamp
- Free interpreting through TIS National. Some migrant categories (including temporary protection) can access free interpreting through TIS - but they don’t do written NAATI translations
What gets translated¶
The translator covers everything on your licence: full name, date of birth, vehicle categories, issue date, expiry date, issuing authority, restrictions. Even if you have the new-format card (ID card from 2021) with Latin transliteration, the NAATI translator still produces a full certified translation.
Note: some states require not just a translation but also a validation letter from the Ukrainian consulate. This isn’t mandatory everywhere, but WA and SA may ask for it. Better to check with your local transport authority beforehand.
Converting Your Licence by State: Step by Step¶
The procedure varies slightly between states, but the general flow is the same: documents → theory → practical → new licence. Let’s break down the most popular states.
NSW (New South Wales) - Sydney¶
Since Ukraine isn’t on the recognised country list, you go through the full process.
Step 1: Prepare your documents
| Document | Where to get it | Cost |
|---|---|---|
| Passport | You have it | - |
| Original Ukrainian licence | You have it | - |
| NAATI translation of licence | Translator | AUD 45-70 |
| Proof of Identity (100 points) | Combination of documents | - |
| Proof of NSW residence | Utility bill, bank letter | - |
The “100 points of ID” system is its own thing. You need to collect 100 points from various documents: passport (70 points), bank card (25 points), utility bill (25 points). The full list is on the Service NSW website.
Step 2: Pass the Driver Knowledge Test (DKT)
- 45 questions, 12 minutes
- Two parts: general knowledge (15 questions, max 3 errors) + road safety (30 questions, max 3 errors)
- Language: English only. Interpreter not allowed
- Cost: AUD 51
- Prepare through the free official practice test
Step 3: Pass the Driving Test (practical)
- Duration: about 30 minutes
- Route includes: U-turns, parking, lane changing, reading signs, roundabouts
- Cost: AUD 70
- Must be in a registered and insured vehicle
Step 4: Get your NSW licence
- If you’re 25+ with 3+ years of driving experience - you get a Full licence
- If under 25 or less than 3 years experience - P2 (Provisional)
- Licence cost: AUD 66 (1 year) or AUD 196 (3 years) or AUD 340 (5 years)
Total cost of conversion in NSW:
| Cost item | Amount (AUD) |
|---|---|
| NAATI translation | 45-70 |
| Knowledge Test | 51 |
| Driving Test | 70 |
| Licence (5 years) | 340 |
| Total | 506-531 |
VIC (Victoria) - Melbourne¶
Victoria has a slightly different process - there’s an extra Hazard Perception Test.
Steps:
- Learner Permit Test - online, first attempt free. 32 questions, need 25+ correct. If you need an interpreter - take it in person at VicRoads
- Hazard Perception Test (HPT) - online, first attempt also free. 28 video scenarios where you react to hazardous situations
- Drive Test - practical exam. Cost: AUD 73
- Get your licence - AUD 82.90 (3 years)
Good news: Victoria has had the “Free Ls and Free Ps” program since August 2025 - some licence fees are waived. Check VicRoads for current information.
Tip: take the Drive Test in an automatic car. Even if you’ve always driven manual at home - it’s easier to pass in Australia on an auto. Once you have your licence, you can drive manual too.
QLD (Queensland) - Brisbane¶
Steps:
- Collect your documents and visit a Transport and Main Roads (TMR) office
- Driver Knowledge Test - 30 questions, computer-based. Cost: included in licence fee
- Practical Driving Test (Q-SAFE) - taken through a private instructor, not TMR directly. Cost: AUD 67. Book through an accredited driving school
- Get your licence - AUD 167.75 (5 years)
Important QLD detail: the Q-SAFE test is conducted by private accredited assessors. This can actually be more convenient - easier to book than a government centre.
WA (Western Australia) - Perth¶
Steps:
- Theory Test - cost: AUD 20
- Practical Driving Assessment (PDA) - cost: AUD 85
- Licence - AUD 164 (5 years)
Total WA cost: approximately AUD 314 (including translation).
According to Transport WA:
You will need to provide original documentation with matching names across all documents, and all documentation must be translated to English.
WA may also ask for a confirmation letter from the Ukrainian consulate, so it’s worth calling ahead.
Cost Comparison Across States¶
| Component | NSW | VIC | QLD | WA |
|---|---|---|---|---|
| NAATI translation | 45-70 | 45-70 | 45-70 | 45-70 |
| Theory test | 51 | free* | included | 20 |
| Practical test | 70 | 73 | 67 | 85 |
| Licence (5 years) | 340 | 276** | 167.75 | 164 |
| Total (approx.) | 506-531 | 394-419 | 280-305 | 314-339 |
First attempt free. *3 years = AUD 82.90, extrapolated to 5 years for comparison.
Queensland and Western Australia are the cheapest for conversion. NSW is the most expensive due to higher licence fees.
How to Prepare for the Tests: Practical Tips¶
Many Ukrainians assume that 5-10 years of driving experience means the tests will be easy. Not exactly. The Australian test checks not just your ability to handle a car, but your knowledge of local road rules - which are significantly different from Ukrainian ones.
Key differences between Australian and Ukrainian road rules¶
- Left-hand traffic. Obvious, but adaptation takes time. Roundabouts in particular - clockwise flow, enter from the left
- Give way rules. Very different from Ukrainian. At T-intersections, when exiting parking, when doing U-turns - priority works differently
- Speed limits. In residential areas, 50 km/h by default (even without a sign). Near schools, 40 km/h during specified hours
- Roundabouts. Australia has far more of them than Ukraine. You need to know the rules perfectly
- Hook turn in Melbourne. A unique manoeuvre that doesn’t exist anywhere else - turning right from the left lane at intersections with tram lines
- Alcohol limit. Maximum 0.05 BAC for full licence holders (and 0.00 for P-plate drivers)
Where to study for the theory test¶
- Official state resources. Every state has free practice tests online. For NSW, the practice DKT on the NSW Government website. For VIC, on the VicRoads site
- Road Users’ Handbook. Free road rules book for each state. Download the PDF and study. This is the main source for test questions
- Mobile apps. The App Store and Google Play have apps like “Driver Knowledge Test” with hundreds of practice questions
Tips for the practical test¶
- Take a few lessons at a local driving school. Even if you’re experienced - 2-3 lessons will help you understand what the examiner looks for. Cost: AUD 60-80 per hour
- Test in an automatic. Seriously. Most Australians drive automatic, and the test is easier in one. After passing, you can drive manual too
- Pick a less busy test centre. Big city centres have longer queues and harder routes. A regional test centre means easier booking and a calmer environment
- Do your head checks. This is critical in Australia. Every lane change, every turn, every time you approach the curb - turn your head and check over your shoulder. Missing a head check can fail your test instantly
One client shared: “I drove for 8 years in Ukraine, figured I’d pass first time. Failed - because I forgot to do head checks when changing lanes. Second time I prepared properly and passed no problem.”
What If Your Ukrainian Licence Has Expired¶
This isn’t uncommon, especially for people who left because of the war and couldn’t renew their licence in Ukraine.
Options:
- Renew through “Diia” or an MIA service centre in Ukraine. Since 2022, you can renew online - even from abroad. But you need an ID card and a booking through “Diia”
- Convert the expired licence. Some Australian states accept expired overseas licences for conversion if you can prove when they were issued and when they expired. NSW, for example, accepts expired licences with proof of driving history. But check with your specific state
- Start from scratch. If you have no licence at all or it’s been expired for a very long time, you’ll need to go through the full new-driver process: Learner → Provisional → Full. That’s a 3+ year journey
If your overseas licence has expired, you may still be able to convert it. The length of time since it expired may affect the process.
If your licence expired less than 5 years ago, you can usually convert through the standard process. More than 5 years, and they may require additional documentation or even refuse.
Comparison: Australia vs Other Countries¶
If you’ve already been through licence exchange in another country, here’s how Australia compares:
| Criteria | Australia | Germany | Spain | Turkey |
|---|---|---|---|---|
| Ukraine recognised | No | No | No | No |
| Theory test | Yes | Yes (Russian available) | Yes | Yes |
| Practical test | Yes | Yes | Yes | No (with translation) |
| Translation type | NAATI-certified | Sworn | Traducción jurada | Yeminli tercüme |
| Translation cost | AUD 45-70 | EUR 30-65 | EUR 30-50 | TRY 500-1000 |
| Total cost | AUD 300-530 | EUR 500-1500 | EUR 150-300 | TRY 2000-4000 |
Australia isn’t the most expensive and not the cheapest. But the tests here are more transparent and objective than in many countries.
FAQ¶
How much does it cost to convert a Ukrainian licence to an Australian one?¶
Total cost depends on the state: from AUD 280 (QLD) to AUD 530 (NSW). This includes NAATI translation (AUD 45-70), theory and practical tests, and the licence fee. Add 2-3 driving lessons for preparation (optional but recommended) - another AUD 120-240.
Can I take the theory test in Ukrainian or Russian?¶
No. Unlike Germany where the theory test is available in Russian, in Australia all tests are in English only. An interpreter is generally not allowed for theory tests. Victoria has an exception - for the Learner Permit Test you can request an interpreter, but only when taking it in person at a VicRoads office, not online.
How long does the whole process take?¶
From 2 weeks to 2 months, depending on queues and available slots for the practical test. Bigger cities take longer. The NAATI translation is ready in 2-3 days, you can take the theory test within a few days of submitting documents, but the practical test may have a 2-4 week wait.
Do I need an International Driving Permit (IDP) for conversion?¶
No, an IDP isn’t required for the conversion process. Your original Ukrainian licence plus NAATI translation is sufficient. An IDP is only useful if you want to temporarily drive on your overseas licence before converting.
What if I fail the practical test?¶
You book again and retake it. In NSW, a retest costs AUD 70. In VIC, AUD 73. There’s no limit on the number of attempts, but there may be a minimum waiting period between tries (usually 7-14 days). According to NSW statistics, the driving test pass rate is around 56%, so failing isn’t uncommon even for experienced drivers.
