Exchange Ukrainian Driving License in Spain: DGT Procedure 2026

How to exchange a Ukrainian driving license for a Spanish one - documents, costs, online DGT procedure, and what temporary protection holders need to know.

Also in: RU EN UK

Spain is one of the few EU countries where you can exchange a Ukrainian driving license without taking any exams. No driving school, no theory test, no practical test. You hand in your old license and get a Spanish one back. Sounds too good to be true after hearing horror stories about paying 2,000 euros for a Führerschein in Germany? It’s not - there’s a real bilateral agreement between Ukraine and Spain that’s been working since 2010. Here’s how to take advantage of it.

When Ukrainian driving licenses work in Spain without exchange

It all depends on your residency status - temporary protection and regular residency have different rules.

Temporary protection (protección temporal)

If you came to Spain because of the war and have a TIE (Tarjeta de Identidad de Extranjero - a plastic resident card) with temporary protection status, your Ukrainian license is valid automatically. Spain’s Ministry of Interior issued a special instruction confirming recognition of Ukrainian licenses for people with temporary protection.

In practice:

  • Your license is valid for 1 year from the date you received temporary protection
  • Even if your license expired after February 24, 2022 - it’s still recognized
  • You don’t need an international driving permit

Temporary protection has been extended to March 4, 2027 by EU Council decision. But don’t wait until the last minute to exchange. The procedure is simple, costs almost nothing, and some provinces have queues. Better to do it now while things are calm.

Regular residency (residencia)

If you have a regular residency permit - for example, NIE through a work visa or arraigo familiar - your Ukrainian license is only valid for 6 months from the date you got your residency.

After that, driving with a Ukrainian license is illegal. The fine is up to 500 euros. And if you’re in an accident without a valid license, your insurance might refuse to pay. So 6 months is a hard deadline, not a rough guideline.

The Ukraine-Spain agreement: the key advantage

Here’s where Spain wins over most EU countries. There’s a bilateral agreement between Ukraine and Spain for exchanging driving licenses. It was signed in 2010, and it actually works.

What this means:

  • Categories A1, A, B, and B+E can be exchanged without any exams - no theory, no practical test
  • You only need a medical check-up (reconocimiento médico) - the standard procedure, same as renewing any Spanish license
  • The whole process is administrative: gather documents, submit online, get your new license

For comparison: in Germany, there’s no such agreement, and Ukrainians have to pass both theory and practical exams from scratch. In France, the agreement isn’t even signed yet - just a declaration of intent. In Spain, you just walk in and swap. 80 euros instead of 2,000.

Online exchange through DGT: step-by-step guide

Since May 2025, DGT (Dirección General de Tráfico - Spain’s traffic authority) has launched a fully digital service for exchanging foreign licenses. You can now do almost everything online - no appointment needed, no queues.

Step 1: Prepare your documents

Document Notes
Ukrainian driving license (original) Must be valid. Expired after 24.02.2022 - only for temporary protection holders
TIE or NIE Resident card or document with NIE number
Medical certificate (reconocimiento médico) From an authorized Centro de Reconocimiento de Conductores
Photo 32×26 mm Color, white background
Tasa 2.3 payment receipt 28.87 € - payable online or by card at DGT
Declaración jurada Statement that your license hasn’t been revoked and you don’t hold another EU license

The reconocimiento médico isn’t a complicated medical exam. They check your vision, hearing, coordination, and run a basic psychotechnical test. Takes 15-20 minutes, and most centers accept walk-ins - no appointment needed. Find the nearest one on DGT’s website.

Step 2: Go to sede.dgt.gob.es

For online submission, you need electronic identification: Cl@ve (a digital key from the Spanish government) or a certificado digital. If you don’t have Cl@ve yet, you can register at any Seguridad Social office or through video identification. It’s free and takes 10-15 minutes.

Step 3: Upload your documents

On the DGT website, select “Canje de permisos extranjeros”, upload scans or photos of all your documents, and submit the application. Make sure photo quality is good - if DGT can’t read a scan, they’ll send it back for corrections.

Step 4: Hand in your original

A few days later, you’ll receive an invitation to visit a DGT office (Jefatura Provincial de Tráfico) to hand in your original Ukrainian license. Yes, they keep it - Spain returns it to Ukraine through diplomatic channels.

If you plan to drive in Ukraine, get an international driving permit beforehand or obtain one through the “Diia” app before surrendering your original.

Step 5: Receive your Spanish license

Your new Spanish license arrives by mail within 2-8 weeks, depending on the province and workload. Madrid and Barcelona usually take longer, smaller cities are faster. While you wait, you get a temporary permit (autorización temporal) that lets you drive legally.

One guy from Girona shared on a forum: “Submitted documents online, got called in to hand over the original after 5 days. Got my Spanish license in the mail a week later. Start to finish - 10 days and 75 euros. After Germany, where my friend paid 2,000 for her Führerschein, this felt like a gift.”

How much does it cost

Expense Cost
Medical certificate (reconocimiento médico) 20-40 €
DGT fee (tasa 2.3) 28.87 €
Photo 5-8 €
Total (DIY) 55-80 €
Through a gestoría (agent) 150-250 €

A gestoría is basically a Spanish document agent. They handle everything for you: book the medical exam, fill out the application, go hand in your original. Convenient if your Spanish isn’t great or you don’t want to deal with Cl@ve and the DGT website. But if you know even basic Spanish, you can do it all yourself for 55-80 euros.

Categories C, D and other “heavy” licenses

If you have category C (trucks), D (buses), or C+E/D+E, you can’t just swap your license. For these categories, DGT requires a practical driving test on the relevant vehicle.

No theory test is required for any category - that’s written into the agreement. Just the practical.

What this means in practice:

  • You need to find a driving school with trucks or buses (autoescuela with the right fleet)
  • Take a few lessons (5-10 is usually enough if you have experience)
  • Register for the practical exam through DGT

Cost: 200 to 500 euros for lessons + exam. Plus the same 55-80 euros for documents and medical.

Do you need a translation?

Honest answer: for the direct exchange through DGT, a sworn translation (traducción jurada) of your driving license isn’t required. DGT verifies information directly with Ukrainian databases under the bilateral agreement.

But there are situations where a traducción jurada comes in handy:

  • Insurance companies - some Spanish insurers require a translation when setting up car insurance (seguro del coche)
  • Car rental - big companies (Europcar, Hertz, Sixt) may ask for a translation or international driving permit
  • Police - if you get pulled over before the exchange, a translation helps explain the situation, especially if the officer doesn’t know about the agreement
  • Other procedures - for example, when getting a work permit, some employers ask for proof you can drive

A sworn translation of a driving license costs 40-55 euros in Spain. You can order one from a traductor jurado - an official translator registered with MAEC (Ministry of Foreign Affairs). Find Ukrainian translators on the MAEC website. Or use ChatsControl for quick document translations.

Special cases

Digital license from “Diia”

The digital driving license from the “Diia” app isn’t accepted for the DGT exchange - you need the physical original. But for everyday driving under temporary protection, “Diia” works fine - police recognize the digital version.

Expired licenses

If your license expired after February 24, 2022 and you have temporary protection - it’s recognized for driving. But for the DGT exchange, you need a valid license. You can renew it through the Ukrainian Consulate in Spain or the “Diia” app.

Licenses obtained after becoming a resident

If you got your Ukrainian license after becoming a resident of Spain - you can’t exchange it. This rule applies to all partner countries: only licenses obtained before you became a resident are eligible for exchange.

Motorcycle licenses

Category A exchanges on the same terms as B - no exams. But note: if your Ukrainian license shows A1 (up to 125cc), your Spanish one will also be A1, not the full A.
