The big news: Saudi Arabia joined the Hague Convention¶
Plenty of Ukrainian translation agencies still claim on their websites that Saudi Arabia requires full consular legalization. That’s outdated information.
On April 8, 2022, the Kingdom of Saudi Arabia officially acceded to the 1961 Hague Convention (Apostille Convention), and it came into force on December 7, 2022. Ukraine has also been a member since 2003.
What does this mean in practice? Instead of full consular legalization (Ministry of Justice → Ministry of Foreign Affairs → Saudi Embassy), you now just need an apostille - a single stamp confirming your document’s authenticity. Simpler, faster, cheaper.

Here’s the complete chain for Ukrainian documents. The order matters - mix up the steps and you’ll have to start over.
Step 1: Apostille in Ukraine¶
The first and most important step. An apostille is a special stamp confirming a document’s authenticity for Hague Convention member states. It goes on the original document.
Where to get an apostille:
- Ministry of Justice - for civil documents (birth, marriage, divorce certificates). Cost: 670 UAH for individuals (since January 1, 2026). Timeline: 3-5 business days

Mistake 1: Translating before apostilling¶
The most common one - getting the translation done before the apostille. The correct sequence: apostille → translation → notary → MOFA. Do it backwards and the notary may refuse, meaning you’ll have to redo the translation.
Mistake 2: Translating into English instead of Arabic¶
The UAE often accepts English, Saudi Arabia doesn’t. MOFA requires Arabic translation. If you got it in English, you’ll need to translate again.
Mistake 3: Name mismatches¶
If your passport says Olena Kovalenko but your birth certificate says Elena Kovalenko (maiden name or different transliteration) - that’s a problem. Every mismatch needs a supporting document (name change certificate), and that document ALSO needs apostilling and translating. Mistake 4: Expired police clearance¶
Police clearance certificates are valid for 6 months. If the attestation process drags on (especially waiting for SACA), your certificate might expire. Order it at the same time as your degree, but submit it to MOFA last.
Mistake 5: Skipping SACA¶
Some people apostille their degree, translate it, and take it straight to MOFA. MOFA says: “Where’s the SACA stamp?” For educational documents, SACA is a mandatory step before MOFA. Without it, your degree won’t get attested.

Since February 2022, the process has gotten more complicated, but hasn’t stopped.

Things about Saudi Arabia worth knowing¶
Before you go - a few things that might surprise you:
- Work week - Sunday through Thursday. Friday and Saturday are weekends. All government offices close on Fridays and Saturdays
- Iqama - similar to Turkey’s ikamet. Without an iqama, you can’t open a bank account, rent an apartment, or buy a SIM card
- Kafala (sponsorship system) - your employer is your sponsor and bears responsibility for you. You can’t change jobs without your sponsor’s permission (though the system became more flexible in 2021)
- No dual citizenship - Saudi Arabia doesn’t recognize dual citizenship. But this applies to Saudi citizens, not foreign residents
