Two office workers in Muscat were waiting for their work visa processing. One got through in 2 weeks, the other got stuck for 2 months. The difference? The first one got an apostille BEFORE translation, while the second did it the other way around and had to start over from scratch. Bahrain and Oman are two Persian Gulf countries where the number of Ukrainians is growing, but there’s almost no information on document legalization in English tailored to Ukrainians. Let’s break down the whole process step by step - from the apostille in Ukraine to the final MOFA stamp in Manama or Muscat.
The key point: both Bahrain and Oman accept apostilles¶
Both countries are members of the 1961 Hague Convention. Bahrain joined on April 10, 2013 (the convention entered into force on December 31, 2013), Oman - on May 12, 2011 (entered into force January 30, 2012). Ukraine is also a member (since 2003).
What does this mean? Instead of full consular legalization (Ministry of Justice → Ministry of Foreign Affairs → embassy), a single apostille is enough - a special stamp that confirms the document is genuine and issued by an official authority.
| Parameter | Consular legalization (old) | Apostille (current procedure) |
|---|---|---|
| Steps in Ukraine | 3-4 (MinJust → MFA → embassy) | 1 (apostille) |
| Cost in Ukraine | 3,000-5,000 UAH | 670 UAH |
| Time in Ukraine | 3-6 weeks | 3-5 days |
| Embassy needed? | Yes | No |
But the apostille is just the first step. After that, you need a translation into Arabic (or English - depends on the country) and MOFA (Ministry of Foreign Affairs) attestation in Bahrain or Oman. Without that final stamp, the document has no legal force.
Which documents need legalization¶
The list is nearly identical for both countries - only the names of the institutions you’ll submit them to are different.
Personal documents¶
| Document | When it’s needed |
|---|---|
| Birth certificate | Residence visa, family visa, enrolling a child in school |
| Marriage certificate | Family visa, proof of marital status |
| Divorce certificate | Remarriage, legal proceedings |
| Criminal record certificate | Work visa, residence |
| Medical certificate | Work visa (mandatory medical exam through GAMCA) |
Educational documents¶
| Document | When it’s needed |
|---|---|
| University degree | Work visa, qualification recognition |
| Diploma supplement (transcript) | Proof of specialization and grades |
| Secondary school certificate | Enrolling in an educational institution |
| Medical / engineering degree | Working in regulated professions |
Commercial documents¶
| Document | When it’s needed |
|---|---|
| Company charter | Business or branch registration |
| Registry extract | Proof of company existence |
| Licenses, certificates | Tenders, qualification proof |
| Financial statements | Investments, business partnerships |
Before preparing the full package - check with your employer or lawyer in Bahrain/Oman which specific documents are needed. Every extra document means at least 1,500-2,000 UAH and several days of waiting.
Bahrain: step-by-step instructions¶
Step 1: Apostille in Ukraine¶
The apostille is the first and main step. It’s placed on the original document.
Where to get it:
- Ministry of Justice - for civil documents (birth, marriage, divorce certificates). Cost: 670 UAH. Timeline: 3-5 business days
- Ministry of Education (MES) - for educational documents (diplomas, school certificates). Cost: 670 UAH (standard). Timeline: 3-5 business days
- Ministry of Internal Affairs - for criminal record certificates. Cost: 670 UAH. Timeline: up to 10 business days
If you’re already abroad, a trusted person in Ukraine can get the apostille for you. You’ll need a notarized power of attorney.
Step 2: Translation into Arabic¶
Bahrain is an Arabic-speaking country, and government authorities require documents in Arabic. English is also accepted in some cases (especially by LMRA - the Labour Market Regulatory Authority), but MOFA attestation requires an Arabic translation.
Option A - Translation in Ukraine:
Get it translated by a certified Arabic translator and notarized. Cost: 300-400 UAH per page (translation) + 300-500 UAH (notarization).
Pro: cheaper. Con: Arabic translators aren’t available in every city. If you need a preliminary translation to review before notarization, ChatsControl can help you quickly prepare a draft.
Option B - Translation in Bahrain:
Get it translated by a licensed translator (مترجم معتمد). Cost: 15-40 BHD per page (about 1,500-4,000 UAH). The translation must be certified by Bahrain’s Ministry of Justice or the Bahrain Chamber of Commerce and Industry (BCCI).
Pro: MOFA guaranteed to accept. Con: 3-5 times more expensive.
Step 3: MOFA Bahrain attestation¶
The final step - attestation at Bahrain’s Ministry of Foreign Affairs. This stamp confirms that the apostilled and translated document has legal force in Bahrain.
How to submit:
- Online through Bahrain Portal - fill in the form, pay the fee, select a branch for pickup
- In person - at the MOFA office in Diplomat Tower, BCCI, or LMRA in Sanabis
Cost: 20 BHD (about 2,000 UAH) for a standard attestation stamp.
Timeline: 1-3 business days.
Total budget for Bahrain¶
| Cost item | Amount |
|---|---|
| Apostille in Ukraine | 670 UAH |
| Arabic translation (in Ukraine) | 300-400 UAH/page |
| Notarization of translation | 300-500 UAH |
| MOFA Bahrain | 20 BHD (~2,000 UAH) |
| Total per document | ~3,000-4,500 UAH |
Through a legalization agency “turnkey”: $150-250 per document.
Oman: step-by-step instructions¶
Step 1: Apostille in Ukraine¶
Same process as for Bahrain. Apostille + 670 UAH + 3-5 days. No differences.
Step 2: Translation into Arabic or English¶
Here’s a nice difference from Bahrain. Oman accepts documents in English for many procedures. In particular, Royal Oman Police (which issues residence visas) and the Ministry of Manpower accept applications in English for non-Arab nationals.
However, for attestation through Oman’s MOFA, Arabic translation is preferred, and for certain document categories (commercial, family) - it’s mandatory.
Option A - Translation in Ukraine:
Cost: 300-400 UAH per page (Arabic), 200-300 UAH (English) + notarization 300-500 UAH.
Option B - Translation in Oman:
Translation through a licensed bureau or via Oman Post (yes, Oman’s postal service officially handles document attestation - a unique feature of this country). Cost: 10-30 OMR per page (about 1,000-3,000 UAH).
Step 3: MOFA Oman attestation¶
Oman’s system is unique - the Ministry of Foreign Affairs of Oman delegated the service to Oman Post. This means you can submit documents for attestation through any Oman Post branch or online.
How to submit:
- Online - through the Oman Post website: upload documents, pay, and Oman Post picks up the originals and returns them with attestation
- In person - at any Oman Post branch
Cost: - Government fee: 5-15 OMR per document (depends on type) - Oman Post administrative fee: 15 OMR
Timeline: 3-7 business days.
Total budget for Oman¶
| Cost item | Amount |
|---|---|
| Apostille in Ukraine | 670 UAH |
| Translation (in Ukraine) | 200-400 UAH/page |
| Notarization of translation | 300-500 UAH |
| MOFA Oman (via Oman Post) | 20-30 OMR (~2,000-3,000 UAH) |
| Total per document | ~3,000-5,000 UAH |
Through a legalization agency “turnkey”: $150-300 per document.
Bahrain vs Oman: procedure comparison¶
| Parameter | Bahrain | Oman |
|---|---|---|
| Hague Convention member | Yes (since 2013) | Yes (since 2012) |

Work visa: which documents you’ll need¶
If you’re going there for work, here’s the typical package you need to prepare.
For Bahrain (through LMRA)¶
- Passport valid for at least 6 months
- 3x4 photo
- Diploma (apostille + translation + MOFA)
- Criminal record certificate (apostille + translation + MOFA)
- Medical certificate from a GAMCA clinic - you must complete the medical exam at a certified center BEFORE entry
- Employment contract (your employer prepares this)
Work permit cost: 195 BHD per year (about 19,500 UAH) + 5 BHD admin fee. Usually paid by the employer.
For Oman (through Ministry of Manpower)¶
- Passport valid for at least 6 months
- 2 passport-size photos
- Diploma (apostille + translation + MOFA)
- Criminal record certificate (apostille + translation + MOFA)
- Medical certificate (obtained after arrival in Oman - at the Ministry of Health)
- Labour clearance from Ministry of Manpower
- Employment contract
After arriving in Oman, you must obtain a residence card within 30 days from the Civil Status Department of Royal Oman Police. The residence card is valid for 2 years.
Common mistakes that delay the process¶
Mistake 1: Translation before apostille¶
A classic. The correct order is: apostille → translation → notarization → MOFA. If you get the translation first and then the apostille, the notary may refuse, and you’ll have to redo the translation.
Mistake 2: English instead of Arabic for Bahrain¶
The UAE often accepts English, and people assume Bahrain does too. MOFA Bahrain requires an Arabic translation. If you’ve done English - you’ll have to translate again.
Mistake 3: Name mismatches across documents¶
If your passport says Olena Kovalenko, but your birth certificate has a different spelling or maiden name - that’s a problem. Every mismatch needs to be confirmed with an additional document, which ALSO needs to be apostilled and translated. We’ve covered how to handle name transliteration issues in a separate article.
Mistake 4: Expired criminal record certificate¶
The criminal record certificate is valid for 6 months. If the process drags on, it can expire, and you’ll need to order a new one. Tip: order it last and submit it to MOFA first.
Mistake 5: Ignoring GAMCA medical exam¶
For Bahrain, you must complete the medical exam BEFORE entering the country at a certified GAMCA clinic. If you arrive without a medical certificate, your visa processing will stop. For Oman, the medical exam is done after arrival.
How the war has affected the procedure¶
The legalization procedure still works, though with complications:
- Some regional justice departments operate intermittently - you can submit documents through another department or through Kyiv
- Timelines may increase by 1-2 weeks
- The Ukrainian Embassy in the UAE also covers Bahrain concurrently - consular services for Ukrainians in Bahrain are provided through Abu Dhabi
- Consular matters for Oman also go through the Ukrainian Embassy in the UAE
If your documents were destroyed or lost due to the war, they can be restored and then legalized. The process takes longer, but it’s possible.
DIY or through an intermediary¶
Do it yourself¶
Pros: cheaper (you only pay official fees), full control over the process.
Cons: you need to figure out the sequence, run around between offices, risk of mistakes.
Good fit if: you’re still in Ukraine, have time, and only need to legalize 1-2 documents.
Through a legalization agency¶
Pros: they do everything for you, know the nuances, optimize the step sequence.
Cons: 50-100% markup on top of official fees.
Good fit if: you’re already abroad, need a large document package, or simply don’t want to risk mistakes.
Average “turnkey” price through an agency: $150-300 per document (apostille + translation + submission). For comparison: Saudi Arabia is about the same, while UAE runs $300-500 due to additional consular legalization steps for some categories.
Things to know before relocating¶
Bahrain¶
- Work week: Sunday-Thursday. Friday-Saturday are days off
- Currency: Bahraini Dinar (BHD). 1 BHD ≈ 100 UAH, 1 BHD = $2.65
- No personal income tax - you receive your salary without deductions
- LMRA system: your employer sponsors your work visa. Since 2023, Bahrain introduced the “flexi permit” - allowing you to work for multiple employers
- Self-sponsorship: if you own property worth at least 50,000 BHD or have a 15,000 BHD deposit - you can get residence for 2, 5, or 10 years
Oman¶
- Work week: Sunday-Thursday. Friday-Saturday are days off
- Currency: Omani Rial (OMR). 1 OMR ≈ 100 UAH, 1 OMR = $2.60
- No personal income tax - same as Bahrain
- Kafala (sponsorship system): your employer is your sponsor and is responsible for you. Changing jobs without sponsor’s permission is difficult
- Residence card: issued for 2 years, must be obtained within 30 days of arrival through Royal Oman Police
- Omanisation: a program replacing foreign workers with local staff. In some sectors, the quota for foreigners is limited - check in advance
FAQ¶
Do I need consular legalization for Bahrain and Oman?¶
No, an apostille is enough for both countries. Both Bahrain (since 2013) and Oman (since 2012) are members of the Hague Convention. After the apostille, you need a translation and MOFA attestation in the destination country.
Should I translate documents into Arabic or English?¶
For Bahrain - Arabic (MOFA requires Arabic translation for attestation). For Oman - English works for most procedures (visa applications, submissions to Ministry of Manpower), but MOFA attestation for certain document categories requires Arabic. When in doubt - go with Arabic, it’s accepted everywhere.
How much does it cost to legalize one document for Bahrain?¶
Approximately: apostille (670 UAH) + Arabic translation (300-400 UAH/page) + notarization (300-500 UAH) + MOFA Bahrain (20 BHD, ~2,000 UAH). Total: 3,000-4,500 UAH per document. Through a “turnkey” agency - from $150.
Can I submit documents for attestation online?¶
Yes, in both countries. In Bahrain - through Bahrain Portal. In Oman - through Oman Post, which officially handles attestation on behalf of MOFA. Oman Post even picks up and delivers documents by courier.
How long does the whole process take from apostille to finished document?¶
If you do everything yourself without delays: apostille (3-5 days) + translation and notarization (2-3 days) + MOFA (1-7 days). Total: 1-3 weeks. Through a “turnkey” legalization agency: 2-4 weeks, including shipping.
