What the law says: 3 months under BQFG §13¶
There’s an official deadline - and it’s written into law.
Under §13 BQFG (Berufsqualifikationsfeststellungsgesetz - the law on recognition of professional qualifications):
Die zuständige Stelle muss innerhalb von drei Monaten über die Gleichwertigkeit entscheiden.
The authority must decide on equivalency within three months. But here’s the critical detail that trips up almost everyone: that 3-month clock starts only from the moment the COMPLETE document package is received - not from the date you submit your application.
Before the clock even starts, there’s a required preliminary step. Within one month of receiving your documents, the authority must send you a confirmation stating: - that it received your application - whether your document package is complete - if not - which documents are missing
So the actual sequence looks like this:

- Within 1 month - confirmation (complete or not)
- If incomplete - you supplement, and only then does the clock start
- From the day of complete package confirmation - the 3-month countdown begins

IHK and Handwerkskammer¶
IHK handles commercial and industrial professions - accountants, IT professionals, managers, cooks, sales staff. Handwerkskammer handles skilled trades - mechanics, electricians, plumbers, carpenters.
The official BQFG deadline for both is 3 months from a complete package. In practice: if you get everything right the first time - 4-5 months. If there were questions about documents - 5-6 months or more.
In 2024, IHK FOSA processed over 71,000 applications - a significant increase in workload. IHK FOSA is the centralized structure for all IHK-registered professions, covering 350+ vocational qualifications.

Important exception: Zeugnisbewertung for Blue Card in fast-track mode. If you have a Blue Card or Beschleunigtes Fachkräfteverfahren through an employer, ZAB processes the application in 2 weeks - as long as all documents are in and payment is made within one week.
Where Zeugnisbewertung is needed: when applying to German master’s programs, for some employers as proof of education level, or when applying for certain professional licenses.
Ärztekammer and regulated medical professions¶
For doctors, dentists, and pharmacists the situation is separate - the process is much longer and more complex because it consists of several sequential steps:
- Document review and equivalency check at Regierungspräsidium or Landesamt - 3-6 months
- Language exam: general B2 + Fachsprachprüfung (FSP) at C1 level - 2-12 months of preparation

3. Compensatory measures (Ausgleichsmaßnahmen)¶

Beschleunigtes Fachkräfteverfahren: the fast-track option¶
If you already have a specific employer in Germany, there’s a mechanism that compresses the entire process to about 2 months.
Beschleunigtes Fachkräfteverfahren (§81a AufenthG) - the accelerated procedure for skilled workers. It’s initiated by the employer, who contacts the local Ausländerbehörde. The Ausländerbehörde then coordinates the entire process - both Anerkennung and visa. Target timeline: no more than 2 months from complete application.
