You’ve just arrived in Lisbon, found a decent apartment - and the landlord says “sem NIF, sem contrato.” No tax number, no rental contract. You try opening a bank account - same thing: “precisa de NIF.” Mobile contract? NIF. Health insurance? NIF. This nine-digit number is your key to doing anything official in Portugal. Let’s break down how to get it quickly without overpaying.
What’s a NIF and Why You Need One¶
NIF (Número de Identificação Fiscal) is Portugal’s tax identification number. Nine digits, assigned once and valid for life. Think of it as the Portuguese equivalent of a Ukrainian IPN (tax ID) - except you need it for literally everything:
- Opening a bank account
- Signing a rental contract
- Getting a job (even informal employers might ask for it)
- Buying property or a car
- Setting up a mobile contract, internet, or utilities
- Accessing healthcare through SNS (Serviço Nacional de Saúde - the national health service)
- Paying taxes (or rather, so the tax authority knows you exist)
Without a NIF you’re invisible to the system. It should be the very first thing you sort out after arriving - even before looking for housing, because you can’t sign a rental agreement without one.
How to Get a NIF: Three Options for Ukrainians¶
Temporary protection - NIF issued automatically¶
If you arrived from Ukraine after February 24, 2022 and you’re registering for temporary protection through AIMA (Agência para a Integração, Migrações e Asilo - Portugal’s migration agency), the process is as simple as it gets.
When you register with AIMA, your data is automatically forwarded to the tax authority, and you receive three numbers by email:
| Number | What it is | What it’s for |
|---|---|---|
| NIF | Tax ID number | Bank, rent, work, taxes |
| NISS | Social security number | Pension, sick leave, benefits |
| NUS/SNS | Health service number | Free healthcare |
No need to visit Finanças (the tax office) separately - it all happens automatically. One Ukrainian woman shared her experience on the DOU forum: “I registered at AIMA in Lisbon, and within a week all three numbers arrived by email. NIF, NISS, and healthcare number. Didn’t have to go anywhere else.”
The EU has extended temporary protection until March 4, 2027, so this path remains available.
In person at Finanças - free and same-day¶
If you don’t have temporary protection (for example, you arrived on a D7 visa or Digital Nomad D8 visa), you’ll need to visit a Serviço de Finanças - a local tax office.
Here’s what to do:
- Book an appointment through the Call Centre (CAT) at 217 206 707 (weekdays, 9am-7pm). Have your full name, date of birth, passport number, and preferred city ready
- Show up at the appointment with your documents (details below)
- Get your NIF on the spot - usually the same day
Cost: free. You pay exactly €0 for the NIF itself.
One thing to know: appointment slots in Lisbon and Porto fill up fast. If there’s nothing available, try smaller nearby cities. Setúbal or Cascais usually have shorter queues.
Online through a fiscal representative¶
If you’re not yet in Portugal but already need a NIF (for example, to open a bank account in advance), you can apply online through specialized services. They act as your fiscal representative (representante fiscal) and submit the paperwork on your behalf.
How it works:
- Fill out the form on the service’s website
- Upload a scan of your passport and proof of address
- Pay the fee
- Receive your NIF by email within 7-10 business days
Prices as of 2026:
| Method | Cost | What’s included |
|---|---|---|
| In person at Finanças | Free | NIF only |
| Online services | €70-150 | NIF + fiscal representation for 1 month |
| Through a lawyer | €100-200 | NIF + representation + consultation |
After the first month, ongoing fiscal representation typically costs €10-15 per month. You can cancel it once you get residency and register a Portuguese address.
Fiscal Representative: Who Needs One and Why¶
A representante fiscal is a person or company with a Portuguese address through which the tax authority can communicate with you. Think of it as a mailbox for letters from Finanças.
Who needs a fiscal representative¶
| Situation | Representative required? |
|---|---|
| Ukrainian with temporary protection | No - AIMA handles everything |
| Resident with a Portuguese address | No |
| Non-EU non-resident (including Ukrainians) | Yes - mandatory |
| EU citizen, non-resident | No, if you’ve enabled ViaCTT (electronic notifications) |
For Ukrainians without temporary protection and without residency, a fiscal representative is mandatory by law. The fine for not having one is up to €7,500. The clock starts the moment you create a “tax link” with Portugal - buying property, signing a contract, opening an account.
Who can be your representative: a lawyer, accountant, specialized service, or even a friend with permanent residence in Portugal. The key requirement is that they’re registered in the system and formally accept the role.
What Documents You Need and What to Translate¶
For getting a NIF at Finanças¶
| Document | Required? | Translation needed? |
|---|---|---|
| Passport | Yes | No |
| Visa or residence permit | Yes (if applicable) | No |
| Proof of address (utility bill, bank statement, rental contract) | Yes | Depends on language |
| Fiscal representative agreement (for non-residents) | Yes | No (it’s in Portuguese) |
Here’s the good news: getting a NIF requires almost no translations. Your passport is accepted as is. Proof of address in Portuguese, English, French, or Spanish is also accepted without translation.
But if your address document is in Ukrainian (for example, a Ukrainian bank statement), you’ll need a Portuguese translation. AIMA accepts documents in 4 languages, but Finanças can be stricter and may ask for a translation even from English. It depends on the specific clerk and office.
What to do about translation¶
Finanças doesn’t require a sworn translation (tradução certificada) for NIF applications - a standard translation into Portuguese is enough. That’s great news, because tradução certificada costs €30-60 per page, while a regular translation is much cheaper.
If you have Ukrainian documents that need translating into Portuguese, ChatsControl can do it in minutes. For NIF purposes, a standard translation without certification is all you need - upload your document, get the translation, bring it to Finanças.
It’s a different story when you’re applying for a residence permit or other procedures that require an apostille and tradução certificada. But for NIF, it’s simpler.
NIF for Children¶
If you’re in Portugal with kids, each child also needs their own NIF. For children under 18, one parent submits the application.
What you’ll need:
- Child’s passport (or birth certificate with Portuguese translation)
- Parent’s passport
- Parent’s NIF (get yours first, then apply for the child)
If the birth certificate is only in Ukrainian, you’ll need a translation. For Finanças, a regular translation works, but if you’re planning to apply for a residence permit for the child later - order a tradução certificada and get an apostille right away. Save yourself from doing it twice.
What to Do After Getting Your NIF¶
Got your NIF - now what? Here’s a checklist of first steps:
- Open a bank account - with a NIF, this takes about 30 minutes at any bank. Popular choices for foreigners: ActivoBank (free), Millennium BCP, Novo Banco
- Register on Portal das Finanças - this is the tax authority’s online portal (portaldasfinancas.gov.pt). You’ll use it for tax returns, status checks, and notifications
- Set up ViaCTT - electronic notifications from government agencies. It’s free and replaces paper mail
- Get your NISS - if it didn’t come automatically through AIMA. You need it for work and social security
- Register at a Centro de Saúde - your local health center where you get assigned a family doctor (médico de família)
As one expat put it on a forum: “NIF is the first domino. Once you have it, everything else falls into place. Without it, you literally can’t function in the system.”
Common Mistakes and How to Avoid Them¶
Confusing NIF with NISS. NIF is your tax number (Finanças), NISS is your social security number (Segurança Social). Different numbers from different agencies. For banking and rent you need NIF. For work you need both NIF and NISS.
Skipping the fiscal representative. If you’re a non-resident without temporary protection, a representative is required by law. The fine for not having one is up to €7,500. Deadline: 15 days from when you create a tax link.
Overpaying for an online service. Some services charge €200-300 for something you can do for free at Finanças. If you’re already in Portugal, just call 217 206 707 and book an appointment.
Paying for unnecessary translations. NIF doesn’t require a sworn translation. A standard translation is enough. Don’t spend €50 per page when a simple translation will do.
FAQ¶
How much does it cost to get a NIF in Portugal?¶
At Finanças - free. If you apply online through a fiscal representative, expect to pay €70-150 one-time, plus €10-15 per month for ongoing representation. For Ukrainians with temporary protection, NIF is issued free through AIMA.
Do I need to translate documents to get a NIF?¶
Your passport is accepted without translation. Proof of address in Portuguese, English, French, or Spanish is also accepted as is. Documents in Ukrainian need to be translated into Portuguese, but a sworn translation isn’t required for NIF - a standard translation is enough.
How long does it take to get a NIF in Portugal?¶
In person at Finanças - same day, usually 15-30 minutes. Through an online service - 7-10 business days. Through AIMA (temporary protection) - within a week of registration.
Does my child need a NIF in Portugal?¶
Yes, every child needs their own NIF. One parent submits the application at Finanças with the child’s passport and their own NIF. If you’re using a birth certificate in Ukrainian instead of a passport, you’ll need a Portuguese translation.
Does getting a NIF make me a tax resident of Portugal?¶
No. A NIF is just an identification number. Tax residency is determined by other criteria: living in Portugal for more than 183 days per year, or having a home that indicates an intention of permanent residence. Getting a NIF alone doesn’t mean you owe Portuguese taxes.
